We are seeking a motivated, team oriented and detailed SeniorMilitary Training and Assessment Analyst to join our team. This is an anticipated opportunity, pending government funding approval. In this role, you will support the Office of the Under Secretary of War for Personnel and Readiness (OUSD(P&R)) in support of a subordinate office within the Deputy Assistant Secretary of War, Readiness, the Joint Assessment & Enabling Capability (JAEC) office. JAEC requires a combination of program advisory, policy development, and mission support services to design, develop, and implement an array of assessments to provide decision opportunities for the military and joint training communities.

This position will be located onsite at the Pentagon.

This is an anticipated opportunity, pending government funding approval. Responsibilities

The responsibilities include, but are not limited to:

  • Lead and collaborate on group and assigned projects as part of the Assessments Team
  • Leads and collaborates with identified Combatant Commands (CCMDs), military personnel, civilians, and contractors to gather, analyze, and evaluate program assessment data
  • Develops Meta assessments by synthesizing structured and unstructured data, identifying trends and gaps, and linking quantitative and qualitative findings to actionable recommendations
  • Analyze Joint training exercises and evaluation program effectiveness using priorities from the Secretary of Defense’s National Defense Strategy
  • Supports the development and facilitation of Joint training engagements and analytic events across the Joint Force.
  • Leads and supports the direct engagement of external clients and stakeholders to support policy development, implementation, and execution
  • Develops, updates, and coordinates action memos, decision memoranda, congressional responses, briefing materials, and conducts background research
  • Build staffing packages, coordinate response tracking, and manage the follow-up process for action items and responses.
  • Conducts and supports high-level analysis of programmatic data, identifying key trends and presenting findings to senior leadership
  • Develops and prepares briefing materials for senior leaders to facilitate and track timely decisions
  • Navigate bureaucratic stoppages and/or logjams, solving problems, mitigating risks, and advancing staffing packages
  • Support onboarding and ongoing training for new team members, contributing to team growth and development
  • Develop professional reports and responses to Congressional inquiries
  • Assessment and monitoring activities, along with performance measures and methodologies to support the Combatant Commanders Joint Training Exercise and Evaluation Program (JTEEP) program
  • Activities include executing the Joint Training Exercise and Evaluation Program (JTEEP), assisting with the annual budgeting process, providing annual program assessment and advising on the program fiscal guidance
  • Support organizational assessment, design, and refinement efforts across the P&R portfolio to enhance operations and align the organization, its strategy, and its vision. This would include assessing the current state, developing multiple organizational design options, and assessing and refining supporting operating models and governance structures
  • Support the design of organizational decision rights documentation that defines the roles, responsibilities, and accountability of stakeholders corresponding to an organizational change, or an existing function
  • Support the development and implementation of performance management frameworks and measurement tools that assess the efficiency and effectiveness of projects, programs, and strategic initiatives, ensuring a systematic approach to evaluating progress toward desired outcomes
  • Lead and facilitate working groups, conduct individual outreach, and engage in governance meetings with stakeholders across the Joint Force, including OSW agencies and Combatant Commands, to keep stakeholders integrated and support data-driven decision-making
  • Assist the Government with identifying and documenting vulnerabilities and risks and analyzing threats that may be impediments to the OUSW program execution

Requirements

  • Active Top Secret Clearance is required
  • Master’s degree
  • 10 or more years of experience in military training, Joint Military Training and Exercises or related fields, with experience supporting OUSW
  • Proficiency in Microsoft Office and familiarity with SharePoint
  • Strong analytical and writing skills
  • Strong knowledge of military structures, protocols and technical writing requirements
  • Ability to lead and work collaboratively in a fast-paced environment, managing multiple tasks and deadlines

Desired Skills

  • Military joint training exercises and education preferred
  • Experience developing reports and responses to Congressional inquiries with limited direction.
  • Experience supporting executive-level leadership in a military or government setting
  • Knowledge of Government-wide training strategies to provide detailed analysis
