Position Summary

The Senior Payroll & Compliance Specialist supports accurate, timely, and compliant payroll administration for Midwest Drywall's union and non-union workforce. This position provides senior-level support for payroll compliance, union reporting, certified payroll, prevailing wage documentation, payroll tax reporting, OCIP/CCIP reporting, payroll records, audits, and backup payroll processing. The role works closely with the Senior Payroll & Compliance Manager and partners with Finance, Human Resources, Operations, field leadership, unions, benefit funds, customers, auditors, and vendors to maintain complete records, meet deadlines, resolve payroll issues, and reduce compliance risk.

Essential Duties and Responsibilities:

Payroll Administration

  • Serve as backup for weekly and bi-weekly payroll processing as needed to support business continuity.
  • Review payroll data for accuracy and completeness prior to payroll processing, including hours, rates, deductions, job coding, employee status changes, and supporting documentation.
  • Assist with payroll adjustments, corrections, off-cycle items, final pay calculations, and employee termination-related payroll items as assigned.
  • Respond to payroll-related employee questions, research issues, and assist with timely resolution while maintaining confidentiality and professionalism.
  • Maintain payroll records, supporting documentation, audit files, and recurring checklists in accordance with company retention and confidentiality requirements.
  • Cross-train with the Payroll Specialist and other payroll team members to ensure continuity during vacations, absences, deadlines, and other staffing needs.

Construction Payroll and Compliance

  • Prepare, review, and submit weekly union payroll reporting accurately and on schedule.
  • Prepare weekly union window dues reporting and monthly union reporting, remittances, and supporting documentation.
  • Assist with prevailing wage and certified payroll documentation, including project-specific reporting requirements, wage classifications, fringes, and related support files.
  • Coordinate OCIP/CCIP enrollments for applicable projects and prepare required monthly OCIP/CCIP reporting.
  • Maintain compliance documentation required for construction contracts, union agreements, customer requests, project requirements, and audits.
  • Research discrepancies in payroll, union, certified payroll, prevailing wage, OCIP/CCIP, or compliance reporting and escalate risks or unresolved issues promptly.

Payroll Tax, Reporting, and Audit Support

  • Assist with payroll tax reconciliations, quarterly payroll reporting, annual reporting, and year-end payroll activities, including W-2 support.
  • Prepare, reconcile, and maintain payroll-related reports and files needed for audits, compliance reviews, union inquiries, customer requests, and internal controls.
  • Support internal and external payroll audits by gathering documentation, reconciling data, responding to assigned requests, and tracking open items to completion.
  • Assist with implementation of payroll process improvements, system updates, report enhancements, controls, and documentation that strengthen accuracy and efficiency.
  • Monitor recurring deadlines and communicate missing information, exceptions, system issues, or compliance concerns early.
  • Perform other payroll and compliance duties as assigned.

Supervisory Responsibilities

This position does not normally have direct supervisory responsibility. The Senior Payroll & Compliance Specialist may provide process guidance, cross-training, documentation support, and informal coaching to team members or employees who contribute payroll, union reporting, or compliance information.

Qualifications:

Minimum Qualifications

  • Minimum of three to five years of progressively responsible payroll, payroll compliance, accounting, HR, or related administrative experience.
  • Working knowledge of payroll processing, payroll records, payroll reporting, reconciliations, confidentiality requirements, and deadline-driven compliance work.
  • Strong attention to detail, accuracy, organization, follow-through, and ability to manage multiple recurring deadlines in a fast-paced environment.
  • Proficiency with Microsoft Excel and Microsoft Office applications, including the ability to review, compare, reconcile, and document data.
  • Excellent written and verbal communication skills and the ability to work effectively with employees, managers, field leaders, unions, customers, vendors, and auditors.
  • Ability to maintain confidentiality, exercise sound judgment, and handle sensitive employee, payroll, financial, and compliance information appropriately.

Preferred Qualifications

  • Construction payroll experience, especially with union, multi-state, prevailing wage, certified payroll, or project-based reporting requirements.
  • Experience preparing union reporting, dues reporting, remittances, certified payroll, OCIP/CCIP reporting, or related construction compliance documentation.
  • Experience with payroll tax reconciliations, quarterly and annual payroll reporting, W-2 support, payroll audits, and internal controls.
  • Experience with Spectrum or another construction ERP, payroll, HRIS, or reporting system.
  • Payroll-related coursework, construction payroll training, or certification such as Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP).

Education and Experience

  • Bachelor's degree in accounting, business, human resources, finance, or a related field is preferred. An associate degree or equivalent combination of education, training, and directly relevant experience will be considered.
  • Three to five or more years of related payroll or payroll compliance experience is required; experience in construction, union reporting, certified payroll, prevailing wage, or multi-state payroll is preferred.

Licenses, Certifications, and Training

  • FPC, CPP, construction payroll, certified payroll, prevailing wage, payroll tax, or comparable payroll/compliance training is preferred but not required.
  • Maintain current knowledge through ongoing training related to payroll practices, wage and hour rules, payroll tax reporting, union reporting, certified payroll, prevailing wage, OCIP/CCIP, data privacy, and company procedures.

Knowledge, Skills, and Abilities

  • Working knowledge of payroll administration, payroll tax support, payroll records, reconciliations, reporting calendars, and audit-ready documentation.
  • Ability to interpret payroll reports, union instructions, project requirements, rate schedules, employee records, procedures, and supporting documentation.
  • Strong analytical and problem-solving skills with the ability to identify discrepancies, determine root causes, document corrective action, and escalate issues appropriately.
  • Strong Microsoft Excel and reporting skills, plus the ability to learn company payroll, ERP, HRIS, union portal, customer portal, and document-management systems.
  • Ability to work independently while collaborating effectively with Finance, Human Resources, Operations, field teams, unions, benefit funds, customers, vendors, and auditors.

Work Environment

Work is primarily performed in a professional office environment with frequent use of computers, payroll systems, ERP or HRIS systems, spreadsheets, union portals, customer portals, phones, and confidential records. The position is deadline-driven and may require additional availability during payroll processing, union reporting, month-end, quarter-end, year-end, project reporting, audits, or system changes. Occasional visits to construction sites, customer locations, union offices, vendor locations, or company facilities may involve noise, dust, weather, uneven surfaces, moving equipment, and required PPE.

Compensation and Benefits

Final pay is subject to approval and may vary based on directly relevant payroll, construction payroll, union reporting, certified payroll, prevailing wage, payroll tax, systems, audit, and compliance experience; credentials; and internal equity.
