Position Overview

Only qualified Senior PMP Certified IT Infrastructure Project Manager candidates located in the Richmond, VA area will be considered, as this position requires onsite presence.

The client is seeking an experienced Senior Technical Project Manager to lead and deliver complex IT infrastructure projects involving multiple teams, vendors, and concurrent workstreams. The ideal candidate will have extensive experience managing large-scale, high-visibility technology initiatives within both Agile and Waterfall environments. This role requires strong leadership, communication, vendor management, and technical infrastructure delivery expertise to ensure successful project execution within scope, schedule, and budget.

Required Education

  • Bachelor's degree in one of the following disciplines:
    • Computer Science
    • Systems Engineering
    • Management Information Systems
    • Project Management
    • Finance or Business Administration

Required Certification

  • Project Management Professional (PMP) Certification

Preferred Certifications

  • VITA Certification
  • Agile Scrum Master Certification
  • SAFe Scrum Master Certification

Required Qualifications & Experience

  • 10+ years of experience managing large-scale, multi-stream projects valued at $10M+ each
  • 10+ years of experience delivering IT infrastructure projects, including:
    • Network implementations
    • Physical infrastructure/site provisioning
    • Vendor coordination and management
  • 10+ years of experience managing projects using both:
    • Scaled Agile methodologies
    • Traditional Waterfall project management practices
  • 10+ years of experience utilizing Microsoft Office and project management tools, including:
    • Word
    • Excel
    • Access
    • Outlook
    • Visio
    • PowerPoint
    • Microsoft Project Server
  • 10+ years of experience managing highly visible, mission-critical, and high-stakes projects
  • 10+ years of experience coordinating projects involving external teams, vendors, consultants, or contractors
  • 10+ years of experience managing projects within larger programs and under formal PMO governance frameworks

Key Responsibilities

  • Serve as a hands-on technical Project Manager, partnering closely with development teams, infrastructure teams, business stakeholders, and leadership
  • Lead the planning, execution, and delivery of complex IT infrastructure projects involving multiple teams and workstreams
  • Coordinate resources and priorities with Information Technology leadership and staff
  • Establish and communicate project timelines, milestones, expectations, and delivery objectives
  • Facilitate collaboration among cross-functional technical teams and business stakeholders
  • Manage relationships with vendors, consultants, and contractors, including contract coordination and procurement activities
  • Ensure compliance with organizational project management standards, governance processes, and PMO requirements
  • Partner with project management offices and stakeholders to maintain alignment across initiatives
  • Manage and maintain:
    • Project schedules
    • Budgets
    • Work plans
    • Tasks and milestones
    • Risks and issues
    • Status reporting
  • Develop and maintain project documentation, including requirements, use cases, project plans, and communication materials
  • Facilitate technical design workshops and stakeholder discussions
  • Coordinate preparation of testing objectives, test plans, and test cases
  • Track project milestones and deliverables to ensure successful on-time and on-budget completion
  • Define project metrics and provide clear reporting on progress, risks, and performance
  • Support system implementation, user adoption, and application training activities
