Join the Louisiana Department of Insurance as a Senior Policy Advisor in the Office of Policy, Innovation & Research and play a leading role in shaping insurance policy, legislative strategy, and regulatory innovation for the State of Louisiana. This position serves as a key advisor to the Deputy Commissioner, Commissioner of Insurance, and executive leadership on issues affecting Louisianas insurance market, consumers, and regulatory environment.

The Senior Policy Advisor helps oversee the Departments policy research and innovation initiatives while providing strategic leadership to Policy Advisors within the Office of Policy, Innovation & Research. This role requires advanced knowledge of insurance regulation, public policy development, legislative processes, and emerging industry trends. The incumbent analyzes complex regulatory and business issues, develops policy recommendations, coordinates strategic initiatives, and represents the Department before legislators, stakeholders, industry groups, and the public.

We are especially interested in candidates with one or more of the following:

  • Significant experience in insurance regulation, public policy, legislative affairs, law, economics, public administration, or related fields.
  • Experience developing, analyzing, or implementing legislation, regulations, or public policy initiatives.
  • Experience supervising professional staff, leading complex projects, or managing strategic initiatives.
  • Possession of a professional or terminal degree (J.D., Ph.D., MBA, MPA, or similar advanced degree).
  • Experience presenting before legislative committees, governmental bodies, executive leadership, or industry organizations.
  • Strong research, writing, analytical, and communication skills.
  • Experience working with regulatory agencies, elected officials, trade associations, or other public and private stakeholders.

Job Duties and Other Information

Job Duties:

As the Senior Policy Advisor in the Office of Policy, Innovation & Research, you will:

  • Lead policy research and innovation initiatives - Direct and oversee policy research efforts related to insurance regulation, market practices, consumer protection, and industry trends. Evaluate emerging issues and develop recommendations for regulatory, legislative, and operational responses.
  • Monitor emerging issues and industry developments - Track the activities of regulatory organizations, governmental entities, industry associations, and other stakeholders whose actions may impact Louisianas insurance market. Evaluate proposed changes, identify emerging issues, assess potential impacts, and develop recommendations for leadership.
  • Assist with legislative strategy and policy development - Assist with the Departments legislative and policy development efforts by drafting proposed legislation, reviewing bills and amendments, preparing policy analyses, and recommending legislative, regulatory, and operational solutions. Serve as a departmental resource on issues involving insurance law, policy interpretation, and legislative strategy.
  • Coordinate strategic initiatives and advise leadership - Provide strategic advice and policy recommendations to the Commissioner of Insurance, Deputy Commissioner of OPIR, and executive leadership on complex and sensitive matters. Coordinate initiatives that support the Departments mission, regulatory priorities, and long-term objectives.
  • Represent the Department and provide subject-matter expertise - Provide expert testimony before legislative committees and governmental bodies, respond to inquiries regarding technical and sensitive issues, and represent the Department at meetings, conferences, hearings, and public events.
  • Communicate research and recommendations - Prepare reports, policy briefings, presentations, and recommendations regarding departmental initiatives, research findings, legislative developments, and regulatory issues for executive leadership and other stakeholders.
  • Support leadership decision-making - Ensure executive leadership remains informed of significant policy, industry, and legislative developments that may affect the Departments mission, operations, and strategic priorities.
  • Develop and lead staff - Provide guidance, direction, and leadership to Policy Advisors and other staff within the Office of Policy, Innovation & Research. Foster collaboration, professional development, and high-quality policy analysis in support of the Departments goals and initiatives.
  • Support the mission - Perform other duties as assigned to strengthen Louisianas insurance market, improve regulatory effectiveness, protect consumers, and advance the Departments mission.
