MassHealth is seeking a Senior Policy Analyst to develop eligibility policy and implement procedures related to long-term care eligibility. The ideal candidate will bring strong knowledge of and experience with long-term care eligibility rules.

This role provides analytical support for MassHealth strategic initiatives, policies, programs, and services for members. Key focus areas include federal and state Medicaid policy, MassHealth eligibility, and policy implementation and compliance support for MassHealth Operations and System Operations.

The Senior Policy Analyst will contribute directly to MassHealth policy development in response to direction from senior leadership, state and federal regulators, external stakeholders, and emerging programmatic issues affecting eligibility policy. The role also partners closely with colleagues to support effective policy implementation with operational and administrative considerations in mind.

The Senior Policy Analyst supports the Deputy Policy Director in analyzing, developing, implementing, and overseeing MassHealth strategic initiatives, policies, programs, and services for members. The role also develops policy recommendations and summarizes key findings for presentation to the Deputy Chief Operating Officer.

Primary Responsibilities:

  • Lead, coordinate, and participate in projects to conceptualize, develop, and recommend MassHealth eligibility strategies, policy options, and compliance measures.
  • Participate in strategic planning, analyze emerging issues, provide sound policy advice, and make recommendations that inform policy decisions and support updates to existing policies.
  • Prepare operational and strategic plans that identify key objectives, resource allocation, and timelines for creating and implementing policies and programs.
  • Develop and execute stakeholder engagement strategies that strengthen relationships, build strategic partnerships, and support the organization externally.
  • Drive new requirements to completion to ensure policy alignment with current business needs.
  • Provide project management for policy implementation and program development, and serve as project lead on complex cross-agency initiatives as assigned.
  • Establish and maintain working relationships with federal and state officials on administration, amendment, and expansion activities related to the State Plan, waivers, demonstrations, federal programs, and other partnership opportunities.
  • Participate in operational meetings and provide input on operational plans to identify policy needs and implications.
  • Support departmental projects and initiatives as needed.

Preferred Qualifications:

  • Knowledge of health care policy and programs, including Medicaid, Medicare, CHIP, insurance, eligibility, payment, quality, disability policy, long-term care, and delivery systems.
  • Familiarity with state and federal legislative processes, and with health care-related legislation and policy issues.
  • Ability to understand, explain, and apply the laws, rules, regulations, policies, and procedures governing assigned unit activities.
  • Ability to analyze data, draw conclusions, and make appropriate recommendations.
  • Ability to gather information by reviewing records and documents and by questioning individuals.
  • Ability to assemble information in accordance with established procedures.
  • Ability to determine the proper format and procedure for assembling information and maintaining accurate records.
  • Ability to communicate concisely, express ideas clearly, and develop thoughts in a logical sequence.
  • Ability to follow instructions in a precise and understandable manner.
  • Ability to establish rapport and maintain effective working relationships.
  • Ability to adapt to changing situations and program requirements, including urgent needs.
  • Ability to exercise sound judgment and discretion in handling confidential information.
