Are you someone who enjoys solving complex problems, improving how organizations operate, and influencing meaningful change? We're looking for a Senior Analyst, Operational Policies & Processes to play a key role in shaping and optimizing policies and processes that drive program success. In this role, you'll work closely with senior leaders and clients to evaluate the impact of policy and operational changes, identify opportunities for improvement, and lead initiatives that enhance performance across a dynamic, fast-paced environment. You'll serve as a trusted subject matter expert, translating complex requirements into practical, scalable solutions that make a real impact on both organizational outcomes and client delivery.

Essential Duties and Responsibilities:

  • Analyze all new program requests, as well as changes to existing program operations, including but not limited to cross-project dependencies for all proposed changes.

  • Work with senior leadership to assess current and future impact of all project and program changes within the Change Management Portfolio.

  • Serve as subject matter expert for the Change Management team and provide guidance to Program Analysts.

  • Communicate status, risks, and issues to senior leadership and/or the client, as appropriate.

  • Lead meetings with internal project staff, client staff and/or project vendors.

  • Act as the implementation lead for new project initiatives that impact the Change Management Portfolio.

  • Act as a liaison with clients to effectuate the change management process.

Additional Duties and Responsibilities:

  • Conduct research and analyze legislative, regulatory, and policy changes impacting programs and operations

  • Synthesize findings and develop memos, briefs, and analytical reports to communicate policy and operational impacts

  • Support the development of organizational responses to existing and proposed policy changes

  • Recommend strategies to mitigate risks or leverage opportunities resulting from policy and regulatory changes

  • Translate complex policy requirements into actionable operational processes and guidance

  • Ensure alignment between policies, procedures, and program operations to maintain compliance and performance standards

Minimum Requirements

'- Bachelor's degree in related field.

  • 5-7 years of relevant professional experience.

  • Demonstrated ability to successfully prioritize and execute many complex tasks simultaneously.

  • Demonstrated ability to perform comfortably in a fast-paced, deadline-oriented work environment.

  • Demonstrated ability to solve problems quickly and accurately.

  • Demonstrated ability to work closely with project clients and/or senior management.

  • Excellent organizational, interpersonal, written, and verbal communication skills.

  • Demonstrated ability to work as a team member, as well as independently.

  • Project Management skills.

  • Demonstrated understanding of Microsoft Word, Excel, Visio, and other computer software applications.

Additional Skills and Qualifications:

  • Demonstrated experience conducting policy, regulatory, or legislative research and analysis

  • Strong ability to develop written deliverables, including reports, briefs, and executive summaries

  • Proven ability to operate with minimal supervision while managing complex, high-impact issues

  • Demonstrated experience providing leadership, coaching, or mentoring to junior staff

  • Strong analytical, conceptual thinking, and problem-solving skills

  • Demonstrated ability to influence stakeholders and support decision-making at the senior leadership level

  • Strong research skills with the ability to identify, gather, and synthesize relevant information
