The Opportunity:

CACI is seeking a Senior Principal Oracle Fusion Cloud HCM Functional Consultant / Subject Matter Expert to provide cross-module design authority on the OPM Modernization,  one of the most significant federal HCM transformation efforts underway, migrating legacy HR systems to Oracle Fusion Cloud HCM for the U.S. civilian federal workforce. This is an exceptional opportunity to shape enterprise-wide COTS ERP SaaS solutions and enterprise data analytics in a state-of-the-art Agile environment, directly impacting the delivery of modern HR services to federal employees and their families.

At the T5 level, you are the recognized SME who sets functional direction across multiple Fusion HCM modules, owns the Application Security role architecture, and serves as the authority on federal HR policy interpretation - including pay structures under Titles 5, 38, and other authorities in use by the Civilian Federal Workforce. You guide leads and consultants, defend design decisions to government stakeholders, and safeguard the integrity of the solution across domains.

Responsibilities:

  • Provide cross-module functional design authority across Core HCM, Federal HR, Absence Management, Time & Labor, Learning, and Benefits, ensuring coherence across the integrated solution
  • Serve as the authority translating federal HR policy (Title 5, Title 38, GPPA, OPM regulations) into Oracle Fusion Cloud design, adjudicating conflicts and setting configuration standards
  • Set the design direction for federal benefits programs: FEHB, FERS, CSRS, TSP, and FEGLI
  • Establish compensation and pay architecture supporting GS, SES, Wage Grade, Title 38 pay plans, and other Civilian Federal Workforce pay systems
  • Govern Time & Attendance design including leave accruals, premium pay, AWS, and FLSA compliance
  • Own the Oracle Fusion Application Security architecture — Job, Data, and Duty role design, privilege modeling, least-privilege and segregation-of-duties governance — using the Security Console
  • Define the data migration validation strategy and adjudicate reconciliation issues against source systems
  • Set testing strategy across UAT and parallel payroll validation; approve functional test coverage
  • Establish and govern functional documentation, configuration workbook, and training material standards
  • Set direction for integrations with federal systems (EHRI, eOPF, USA Staffing, payroll providers) in partnership with technical architects
  • Act as principal SME for federal HR policy interpretation and enterprise system design decisions
  • Mentor and technically lead T3/T4 consultants; review and approve cross-module design artifacts
  • Lead Agile ceremonies including PI Planning, sprint reviews, and backlog refinement; influence roadmap and prioritization

Qualifications:

Required:

  • Bachelor's degree + 10 years of relevant experience (additional experience may substitute for degree)
  • 7+ years hands-on experience configuring Oracle Fusion Cloud HCM (or comparable Oracle EBS HR), including cross-module design leadership on enterprise implementations
  • Recognized depth across multiple functional domains: Core HCM, Federal HR, Benefits, Compensation, Absence Management, Time & Labor, and/or Learning
  • Authoritative knowledge of federal HR regulations and pay authorities, including Titles 5 and 38 and other federal pay systems
  • Proven experience architecting and governing Oracle Fusion Application Security (Job, Data, and Duty roles; privileges; least-privilege/SoD; Security Console)
  • Exceptional analytical skills and a track record of translating enterprise business requirements into sound technical architecture
  • Excellent written and verbal communication skills, including stakeholder and executive-facing communication
  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)

Desired:

  • Oracle HCM Cloud certification (multiple functional domains preferred)
  • Deep, direct experience with federal HR programs: FEHB, FERS/CSRS, TSP, FEGLI, GS/SES pay tables, Title 38 pay
  • Extensive experience with SF-50 processing, GPPA requirements, and OPM reporting
  • Command of Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Security Console
  • SAFe Agilist / SAFe Architect or other advanced Agile certification
  • Prior leadership on DoD or federal civilian agency HCM implementations
  • Active Secret clearance or higher

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$105,100-$231,100
