Procurement and Contracting Services is looking for a Senior Procurement Technical Advisor (Project Manager V).
The Senior Procurement Technical Advisor reports to the Director of Major Procurement Support (MPS) within the Procurement and Contracting Services (PCS) Division. Performs highly advanced (senior-level) project management, business analysis, and procurement development work initiating and conducting multi-agency or enterprise-level procurement projects within the agency.
The role serves as senior procurement technical advisor to the MPS Director, MPS staff, and agency stakeholders. Work involves advising on procurement strategy; eliciting, analyzing, documenting, and validating business, functional, and technical requirements; evaluating business processes and solution needs; developing guidance, procedures, and standards; and coordinating with program, information technology, legal, finance, and executive stakeholders to support the acquisition of complex systems and services. Provides subject matter expertise and technical consultation to ensure procurement solutions align with agency objectives, operational needs, regulatory requirements, and implementation considerations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Serves as the department's subject matter expert and senior advisor on complex procurement rules, processes, and regulations. Provides strategic consultation on the planning, development, evaluation, negotiation, and acquisition approach for major procurements, including those involving information technology, enterprise solutions, and complex operational services. Leads complex procurements from project intake to contract execution. Procurement activities include, but are not limited to, defining and managing scope and customer expectations; project schedules; stakeholder management; procurement project plans; communications plans; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; knowledge transfer; training on processes and tools; and archiving procurement project documentation. (30%)
Performs advanced business analysis and technical advisory functions in support of complex, services, and information technology-related procurements and special projects. Elicits, analyzes, creates, documents, and validates business, functional, technical, financial, legal, and operational requirements. Evaluates current-state business processes, identifies solution needs, conducts gap and impact analysis, and translates stakeholder needs into clear and traceable procurement requirements, specifications, and supporting documentation. Collaborates with program staff, information technology teams, vendors, legal staff, and other stakeholders to ensure procurement documents and proposed solutions accurately reflect business and technical requirements while meeting compliance standards. (20%)
Provides expert advice to executive leadership, agency customers, and cross-functional stakeholders on procurement methodology, technical solution considerations, and documentation standards for complex procurements. Develops guidance, tools, templates, and procedures to support consistent procurement planning, requirements development, and evaluation of complex systems and services. Supports the review, refinement and quality control of solicitation documents, evaluation criteria, statements of work, and procurement deliverables to improve clarity, compliance, and operational alignment. Supports the coordination and execution of internal MPS initiatives and process improvement. (15%)
Advises, consults and negotiates with agency customers on procurement project activities. Prepares for and provides moderation support for vendor contract negotiations to ensure the resulting contract satisfies all business requirements. Fully develops contract package for execution. Ensures all procurement actions adhere to state and federal laws, audit standards, and internal policies. Ensures project management methodologies are followed and are consistent with agency standards and guidelines. Provides guidance to internal and external teams, committees across the agency and HHS enterprise to ensure procurement projects are coordinated, efficient and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies procurement projects and negotiates sharing of resources to achieve objectives across agencies. (15%)
Coordinates with oversight bodies (CPA, QAT, DIR) and vendor stakeholders to ensure transparency and accountability. Coordinates with other HHS agencies to assure policies, standards, procedures, activities and required reports conform to and are consistent with state requirements. Assist in development of guidelines, procedures, policies, rules, regulations and monitoring for compliance. Quality assures the preparation of management and productivity reports and studies. Participates in special investigations, research studies, and internal audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials. (15%)
