The Role

Responsible for the success of the product by maximizing the output of the development team within a scrum framework. Responsible for ordering backlog, clearly expressing the product backlog items, ordering the items to best achieve goals and optimize the value of the work the team performs. Lead collaboration, facilitate sprint activities, and create and communicate requirements artifacts that translate business needs into executable requirements. Work closely with business stakeholders,

product/project managers, and technical teams to understand, analyze, refine, prioritize, and communicate needs to ensure full understanding of project scope, objectives, and requirements. Develop and adapt the product vision, writing new user stories, and specify acceptance of each user story. Bring members of the User Community together to share knowledge, identify enhancements, manage toolset or training improvements, discuss issues, and drive toward process standardization.

Ensure the health and quality of specific processes and resulting products across the value stream.

The Product Owner provides senior level product leadership for capabilities spanning multiple delivery teams, programs, or product areas within the IT division. This role defines roadmap objectives, sequences complex initiatives, manages cross team dependencies, and drives alignment across business and technical partners. Operating within a Scaled Agile (SAFe) environment, the Product Owner partners with business leadership, product managers, delivery teams, platform engineers, and architects to ensure solutions meet enterprise goals and architectural direction. This role has significant influence on product strategy and ensures consistent value delivery at scale.

Key responsibilities include:

The product owner will act as a strategic partner, drive consistency, innovation, and maturity across NNS's technical, digital, and operational excellence initiatives. This role partners closely with many divisions across NNS and has experience working with the following teams:

  • Data Scientists
  • Digital Innovation and UX teams
  • Artificial Intelligence (AI)
  • IIOT/Digital Plant
  • Data Warehouse
  • Robotic Process Automation (RPA)

The candidate should have extensive experience and knowledge of portfolio delivery management. They will collaborate to establish product vision, identify new customer opportunities, ensure the solutions are valuable and successful, facilitate communication and relationships between other product owners and technology, and prioritize and manage work intake.

  • Demonstrated experience delivering large technical programs. The complexity of initiatives like cloud, IIOT, modular data architectures, AI and predictive planning at enterprise scale require deep technical execution fluency - not just oversight.
  • Deep expertise in product ownership across complex or multi team environments
  • Ability to define product strategy, roadmap elements, and feature sequencing
  • Skill in dependency management, risk mitigation, and stakeholder negotiation
  • Experience aligning multiple teams or programs to shared objectives
  • Strong analytics and decision making based on metrics like value, predictability, and quality
  • Ability to influence leadership and drive cross team consensus
  • Ensure solutions have alignment with enterprise strategy

Must Have

Bachelors Degree and 9 years of relevant exempt experience; Master?s Degree and 7 years of relevant professional experience; Ph.D. and 4 years of experience.

One of the following may be used as an equivalent to Bachelors Degree :

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associates Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice to Have

Experience with enterprise level initiatives or platform responsibilities

  • Value stream mapping, Lean prioritization, or portfolio planning experience
  • Ability to define and enforce product workflows, standards, or governance practices
  • Advanced SAFe or product management certification
  • Experience shaping long range product planning and financial prioritization
