Description:NIRA, Inc. is seeking a highly organized and detail-oriented Senior Program Analyst to provide comprehensive program management, project coordination, data analysis, planning, and financial support for a major FAA Program. This role will support the Program Office and work with cross-functional stakeholders to coordinate project activities, monitor schedules and financial performance, support annual planning and prioritization, and ensure effective program execution.The ideal candidate will be a strong program analyst and coordinator who can manage multiple priorities, analyze complex information, facilitate collaboration across stakeholders, and translate data into actionable insights and recommendations. Required: Ability to obtain Public Trust Clearance (Be present in the United States 3 years of the last 5 years)Responsibilities:Provide overall program management and analytical support to clients, including project coordination, planning and prioritization, change management, program reporting, performance tracking, and financial support.Support the annual project planning and prioritization process for the program by collaborating with the Program Office and field personnel to identify future projects for the program; facilitate the project prioritization workshops and develop supporting documentation.Monitor and track changes to project lists across all Fiscal Years, ensuring changes are properly documented, communicated, and incorporated into program plans.Support program planning and performance reporting by developing presentations, status reports, briefings, spreadsheets, and other materials for Program Office leadership and stakeholders.Facilitate national meetings by developing agendas, presentations, spreadsheets, status reports, and other meeting materials; lead meetings as needed and track action items to ensure effective coordination and follow-through.Support development of budget formulation and financial planning artifacts for the program, including Spend Plans, Resource Planning Documents (RPDs), White Sheets, and Five-Year Capital Investment Plan (CIP) documentation.Develop, document, and maintain Standard Operating Procedures (SOPs), process documentation, workflows, and other program artifacts to support consistent and efficient program operations.Analyze program and financial information and identify potential budget variances, and project/program risks, escalating concerns and supporting corrective actions as appropriate.Compile, assess and analyze large data sets from various sources to identify coordination requirements, impacts, solutions, and recommendations.Examine project requirements across various initiatives, conduct sensitivity analyses and affordability assessments, and provide recommendations for comprehensive program planning purposes.Cultivate strong relationships with key FAA stakeholders, understanding their needs and providing tailored solutions.Perform other program management and analytical support activities as assigned.Knowledge/Skills:Minimum of 10 years of related work experience.Strong project and program coordination skills with the ability to manage multiple priorities and deadlines.Experience with project planning, change management, financial tracking, and program reporting.Strong analytical and problem-solving abilities, with attention to detail and accuracy.Proficiency in developing and maintaining complex Excel spreadsheets.Excellent written and verbal communication skills.Ability to develop professional documentation, SOPs, presentations, meeting materials, and program reports.Experience coordinating with multiple stakeholders and facilitating meetings.Ability to analyze project schedules, financial data, program information and communicate findings to management.Strong organizational skills and the ability to work independently while collaborating effectively with cross-functional teams.Experience supporting federal government programs is highly desirable.Familiarity with federal budget formulation, capital investment planning, or facilities sustainment programs is a plus.Be quality conscious with focus on delivering products of a high caliber.Ability to plan, coordinate, and prioritize assignments and workload.Strong data analysis, problem-solving, and critical thinking skills.
