Schedule: Monday to Friday, 9:00 AM to 5:00 PM

Target Salary: $86,320 - $87,568 annually

Job Summary

The Senior Program Director, Independent Living Supports, Shared Living & Remote Supports plays a central role in making that commitment real every day.

This position provides strategic oversight and day-to-day operational direction across four interconnected service areas: Independent Living Supports (ILS), Shared Living, Self-Directed Community Living (SCL), and Remote Supports. Northeast Arc supports those living independently in the community, as well as those in a Shared Living environment in which a Shared Living Provider welcomes them into their home, family, and community. Remote Supports further extend this mission by connecting individuals to the assistance they need through innovative assistive technology, giving them greater autonomy in their home.

The Senior Program Director leads a team of Program Directors and Managers, serves as the primary liaison with DDS and MassAbility, ensures compliance with regulatory and contractual requirements, and drives a culture of continuous quality improvement. This role is a strong fit for a seasoned, values-driven human services leader who is committed to person-centered care, self-determination, and building teams that help individuals live their best lives.

Responsibilities

  • Provides strategic and operational leadership for ILS, SCL, Shared Living, and Remote Supports in alignment with agency and DDS/MassAbility service models.
  • Serves as primary liaison with DDS/MassAbility Regional and Area Offices for certification, contracting, performance monitoring, procurement, and program matters.
  • Develops and monitors budgets, staffing plans, service capacity, growth strategies, coordinated transitions, and individualized service delivery.
  • Oversees documentation, quality, billing, reporting, compliance, emergency response, incident reporting, corrective action, health and safety, and 24-hour on-call systems.
  • Oversees Shared Living provider recruitment, screening, matching, training, monitoring, payments, respite, backup care, and placement transitions.
  • Leads assessment, implementation, evaluation, and training for remote supports and assistive technology while protecting choice, privacy, autonomy, and dignity of risk.
  • Supervises Program Directors and Managers and supports recruitment, retention, performance management, professional development, background checks, credentials, and required training.
  • Leads licensing, certification, utilization reviews, audits, procurement, corrective actions, community partnerships, confidentiality, rotating on-call coverage, and special projects.

Qualifications

  • Bachelor's degree in Human Services, Social Work, Psychology, or a related field required; Master's degree preferred.
  • Minimum of 7 years of progressively responsible human services program management experience, including work with adults with intellectual and/or developmental disabilities; minimum of 3 years of supervisory experience, including supervision of program managers or directors. Experience with Massachusetts DDS-funded programs, regulations, contracting, ILS/In-Home Supports, Shared Living, MassAbility, and/or remote support models strongly preferred.
  • Strong knowledge of person-centered planning, self-determination, Positive Behavioral Supports, community-based IDD services, DDS/MassAbility requirements, assistive technology, and remote support solutions.
  • Strong leadership, supervision, collaboration, problem-solving, decision-making, written and verbal communication, reporting, procurement-response, and corrective-action skills.
  • Knowledge of representative payee responsibilities, individual funds management, documentation, incident reporting, HCSIS, EIM, and Virtual Gateway.
  • Proficient with Microsoft Office and program-specific systems.
  • Valid driver's license and reliable transportation required.
  • Regular travel to program sites, individuals' homes, and community locations.
  • Ability to sit or stand for extended periods and respond to occasional after-hours or emergency situations as part of on-call oversight.
  • Must successfully complete and pass all required background checks as a condition of employment.
