Senior Program Manager

Location: Mechanicsville, VA (Hybrid)

Duration: 12 months

Seeking for a Senior IT Program Manager for Project & Product Delivery portfolio, will lead and manage the program team using Agile, SAFe, Waterfall, and Kanban methodologies, collaborating closely with stakeholders including senior leadership, business, cross-functional teams, and vendors.

Responsibilities:

• Oversee initiatives for the program
• Collaborate with business to deliver initiatives
• Ensure consistent delivery within the assigned program
• Assign resources for planning and delivery
• Monitor and report deviations to critical path
• Define and monitor program control points
• Ensure compliance with policies, standards, and guidelines
• Define strategic direction with peers and subordinates
• Be an expert in project management procedures and tools
• Establish and maintain project management frameworks
• Monitor initiatives for compliance and detect risks
• Guide project managers in risk management, change management, and budget management
• Define and track program KPIs

Minimum Qualifications:

• 8 years’ experience leading and managing teams
• Ability to manage multiple initiatives simultaneously
• Strong leadership and team management abilities
• Excellent communication and presentation skills
• Problem-solving mindset with creative challenge handling
• Experience in budgeting and financial management
• Knowledge of project management tools and practices
• PMP certification
• Advanced skills using Microsoft Project Professional
• 10 years' experience with Waterfall, Scrum, Agile, SAFE, and Kanban methodologies
• 10 years' experience managing complex projects with high organizational change
• Strong understanding of MS Project, SharePoint, Teams, Planner, Azure DevOps, and Power BI
• Ability to assess project risks and determine mitigation
• Understanding of project portfolio and lifecycle management processes
• Strong facilitation and collaboration skills
• Ability to create clear procedural documentation
• Self-starter with the ability to articulate thoughts and ideas

Preferred Qualifications:

• 10 years’ experience leading and managing teams
• Program Management or PgMp certification from PMI
• Certified in SAFe (SA, SSM, SASM, or RTE)
• 15 years' experience with Waterfall, Scrum, Agile, SAFE, and Kanban methodologies
• 15 years' experience managing complex projects with high organizational change
• Ability to handle ambiguity and drive successful delivery outcomes in a matrixed environment

Skills Required:

• Current Project Management Professional (PMP) from PMI or VITA PM certification
• Minimum of 10 years’ experience managing large projects
• Experience with Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
• 15 years of overall IT experience
• Minimum of 3 years’ experience managing IT programs in a project delivery capacity
