The Senior Program Manager (PM) provides strategic and operational leadership across a portfolio of programs supporting NIWC Atlantic and PEO Digital. Responsibilities
The PM ensures consistent performance across cost, schedule, and technical objectives while maintaining strong Government relationships and enforcing disciplined financial management and reporting practices.
Portfolio Leadership & Execution
Provide leadership and oversight across multiple programs and project teams
Ensure delivery of all work in accordance with contract requirements, timelines, and performance standards
Establish and maintain integrated program plans, schedules, and performance metrics
Drive consistency in execution, reporting, and delivery across the portfolio
Customer Engagement
Serve as senior interface to Government stakeholders (KO, CORs, PMs, IPT leads)
Lead executive-level briefings, program reviews, and status updates
Maintain strong, trusted relationships with NIWC Atlantic and PEO Digital leadership
Ensure proactive communication and rapid issue resolution
Financial Management & Invoicing (Critical)
Oversee financial performance across the portfolio, including forecasting, burn rate, and cost control
Ensure accurate, timely invoicing across all programs in WAWF/PIEE
Enforce standardized reporting of monthly spend by CLIN/SLIN/ACRN across teams
Maintain real-time visibility into funding, obligations, expenditures, and remaining balances
Ensure alignment and accuracy across eCRAFT, invoices, and internal financial systems
Identify and resolve funding or billing discrepancies and drive corrective actions
Technical & Operational Oversight
Oversee delivery of enterprise capabilities, including:
Cloud architecture and migration (AWS/Azure)
FinOps and cloud cost optimization
Cybersecurity and RMF compliance
Data management, analytics, and BI solutions
Ensure solutions are scalable, secure, and aligned with DoD and DON standards
Drive continuous improvement, automation, and modernization initiatives
Team & Resource Management
Lead and mentor Program Managers and technical leads across the portfolio
Ensure proper staffing, skill mix, and performance management across teams
Oversee subcontractor integration, performance, and compliance
Foster a culture of accountability, collaboration, and execution discipline
Quality, Compliance & Risk Management
Ensure adherence to quality standards, contract requirements, and audit readiness
Maintain high CPARS performance through consistent delivery and customer satisfaction
Oversee risk identification, mitigation strategies, and issue resolution across programs
Ensure compliance with cybersecurity, clearance, and regulatory requirements
Qualifications
Bachelor's degree required; PMP preferred
12+ years of program management experience supporting DoD/Navy programs
Experience leading multi-program or portfolio-level efforts
Strong experience with financial management, invoicing, and CLIN/SLIN/ACRN structures
Familiarity with WAWF/PIEE, eCRAFT, and DoD financial reporting processes
Experience supporting cloud, cybersecurity, or enterprise IT programs
Active Secret clearance required
