Position Overview
The Senior Program Manager provides strategic leadership for complex programs by establishing work standards, allocating resources, assigning schedules, and monitoring cost, schedule, and performance to ensure successful execution. The role oversees personnel, communicates program objectives and organizational policies, and fosters high-performing teams through effective leadership and collaboration.
 
Serving as the primary liaison with USDA leadership and client stakeholders, the Senior Program Manager directs all aspects of program delivery, applying project management best practices to improve performance and achieve mission objectives. This position leads cross-functional integration efforts, aligns program goals with organizational strategy, and brings expertise in business process improvement, organizational change management, and continuous process optimization.
 
Required Qualifications
  • Bachelor's Degree 
  • PMP or FAC-P/PM 
  • 15 years of experience in business process reengineering, change management, or organizational improvement methods
  • Strong organizational skills and ability to manage concurrent priorities.
  • Proven ability to provide guidance and direction to staff across multiple concurrent work efforts
  • Expertise in managing and controlling funds and resources at the contract or task order level
  • Experience establishing requirements, procedures, and staffing plans in response to government statements of work
  • Ability to lead and integrate the elements of complex projects toward strategically aligned goals
  • Strong written and verbal communication skills, including the ability to brief senior government clients on program status and risk
