Northramp is seeking an experienced Senior Program Manager to support an anticipated task order with a federal agency. This position is contingent upon contract award. Candidates may be considered for other opportunities within Northramp's federal portfolio.
This is a designated Key Personnel role. The Program Manager will serve as Northramp's single point of contact to the Contracting Officer (CO) and Contracting Officer's Representative (COR) for all task order management and will also provide direct support to the federal agency's leadership team.
This role is primarily onsite in Washington, DC. Remote work/telework may be approved with COR approval.
Requirements
Required Qualifications
Active DHS Secret (or higher) security clearance already in place.
Bachelor's degree, or an equivalent combination of education and experience, in business, public administration, IT management, or a related field.
10+ years of experience managing federal IT or professional services task orders or contracts, including direct, personal ownership of budget, invoicing, staffing, and subcontractor oversight — not solely coordination in support of someone else who held that ownership.
Demonstrated experience serving as a Program Manager or equivalent single point of contact to a federal Contracting Officer (CO) and Contracting Officer's Representative (COR).
Strong written and verbal English communication skills, with demonstrated experience preparing executive-level reports, meeting minutes, and briefings.
Eligible to work in the United States.
Able to work on-site.
Desired Qualifications
Project or program management certification (PMP, PgMP, or equivalent).
Direct experience with DHS or a DHS Component.
High proficiency in Microsoft Office applications and services, including Teams, SharePoint, Word, Excel, PowerPoint, Project, and Outlook.
Working knowledge of ServiceNow, and experience building or managing dashboards in Tableau or Microsoft Power BI to inform executive decision-making.
Experience with R&D/RDT&E portfolio management, IPT processes, or PPBE processes, ideally within DHS or a similar research and acquisition organization.
Experience managing task orders under GSA OASIS+, the GSA Multiple Award Schedule (MAS), or a similar federal IDIQ/BPA vehicle.
