About Us:
Hernandez Consulting & Construction, TNT Biofuels, and TNT Hydrogen are leading the delivery of a first-of-its-kind waste-to-energy renewable diesel platform. This initiative transforms organic waste streams, including wildfire debris, municipal sludge, and agricultural byproducts, into renewable diesel fuel and biochar using advanced thermal conversion technology.
The Ruidoso, NM project represents Phase I of a broader multi-site deployment strategy, with planned expansion across New Mexico and other U.S. markets. This is a high-visibility, $100M+ infrastructure program combining energy production, environmental remediation, and public-private collaboration.
This role is not a traditional project management position. It requires a senior leader capable of executing complex industrial projects while navigating multi-party stakeholders, regulatory frameworks, and future program expansion.
The Senior Project Executive / Program Director will lead the end-to-end delivery of a waste-to-energy facility and support future multi-site expansion. This individual will operate at both strategic and execution levels, overseeing EPC delivery, stakeholder coordination, and integration of advanced process systems.
Key Responsibilities:
  • Lead full lifecycle execution of a $100M+ waste-to-energy renewable diesel project, from final design through commissioning and operational readiness.
  • Manage EPC contractors, technology providers, and key partners within a complex multi-stakeholder project environment.
  • Oversee integration of critical systems, including:
    • Feedstock handling and preprocessing (biomass, sludge, waste streams)
    • Thermal conversion reactor systems
    • Fuel production, storage, and distribution infrastructure
    • Water recovery and environmental control systems
  • Direct permitting and regulatory strategy across air, water, solid waste, and renewable fuel compliance frameworks.
  • Coordinate with public-sector partners (e.g., municipalities, state agencies) and ensure alignment with disaster recovery, environmental, and infrastructure objectives.
  • Interface with commercial stakeholders, including:
    • Feedstock suppliers
    • Offtake partners for renewable diesel and biochar
    • Financial stakeholders (lenders, tax equity, investors)
  • Establish and maintain project controls across schedule, cost, risk, and performance metrics.
  • Provide executive-level reporting to ownership and senior leadership.
  • Support strategic planning for Phase II expansion and replication across multiple sites.
Required Qualifications:
  • Bachelor's degree in Engineering, Construction Management, or a related technical discipline (advanced degree preferred).
  • Minimum 12+ years of experience delivering large-scale industrial, energy, or infrastructure projects.
  • Proven track record managing $100M+ EPC or program-level projects.
  • Experience in one or more of the following:
    • Renewable fuels (diesel, biofuels, SAF)
    • Waste-to-energy or biomass processing
    • Industrial process plants (chemical, thermal, gas processing)
  • Strong understanding of:
    • Complex project delivery models (EPC, design-build, public-private partnerships)
    • Environmental permitting and regulatory compliance across multiple domains
  • Demonstrated ability to lead multi-disciplinary teams and external partners in high-stakes environments.

Preferred Qualifications:
  • Experience with thermal conversion, gasification, or advanced waste processing technologies (non-traditional systems preferred).
  • Familiarity with renewable fuel standards, ASTM specifications, RIM credits, or 45Z tax incentives.
  • Background in modular or repeatable infrastructure deployment.
  • Experience working with municipal clients, federal/state agencies, or disaster recovery programs.
  • PMP or equivalent certification preferred.
