The Project Management Analyst (NEF) provides senior-level program and project management support to the PMS 339 Navigation, Engineering, and Facilities Division.
This role supports the planning, coordination, analysis, and execution of Navy surface training initiatives, ensuring programs meet cost, schedule, and performance objectives while supporting fleet readiness. The position operates within a collaborative government-contractor team environment supporting training development, trainer modernization, and training system lifecycle management.
As a Project Management Analyst supporting PMS 339, you will directly contribute to the development, modernization, and sustainment of Navy surface training systems used to prepare warfighters across the fleet. Your experience will help ensure training devices, curriculum, and classrooms deliver operationally relevant, mission-ready learning environments that support initiatives like Ready Relevant Learning (RRL) and advanced virtual training solutions. Simply put: your work will help train the Sailors who operate and fight the Navy’s most advanced ships and systems.

Required Qualifications:Bachelor’s Degree in any discipline
15+ years of Naval experience
5+ years shipboard experience
Secret Security Clearance, or ability to obtain
Familiarity with NAVEDTRA training processes and manuals
Advanced Degree in business, engineering, or technical discipline
10+ years shipboard experience
Experience with Navy Training Systems
Surface Ship operational experience
System Operability Verification Test (SOVT) experience
Specialized Experience
Surface fleet operations experience
Training system testing and validation experience
Project Management Professional (PMP)
DAWIA / Defense Acquisition certifications
Lean Six Sigma
Navy Instructor certifications

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
