Job Title: Senior Project Manager
Location: Harrisburg, PA (Hybrid – up to 2 days/month onsite)
Duration: 6+ Months
Type: Contract

The Client is seeking a highly experienced Senior Project Manager to lead complex, cross-functional, multi-workstream program implementation initiatives across health and human services operations. This role is focused on program execution and stakeholder coordination, not IT system development.

The Senior Project Manager will drive end-to-end delivery of large-scale initiatives spanning policy implementation, operational readiness, and inter-agency coordination. The role requires strong governance discipline, executive communication, and the ability to translate policy objectives into actionable project plans and measurable outcomes.

Key Responsibilities:

  • Lead and manage cross-program initiatives from planning through implementation and stabilization
  • Facilitate governance meetings, workgroups, and executive-level steering committees
  • Develop and maintain integrated project plans, milestones, dependencies, and deliverables
  • Build and manage core project artifacts including RACI matrices, RAID logs, action trackers, and status reports
  • Translate policy and program requirements into clear operational tasks and implementation steps
  • Identify risks and issues early; drive mitigation strategies and ensure accountability
  • Coordinate across Client program offices, state agencies, counties, providers, and federal partners (including CMS where applicable)
  • Support change management activities including stakeholder engagement, communications, and training readiness
  • Ensure accurate documentation of decisions, approvals, and implementation impacts
  • Provide leadership to junior project staff and ensure disciplined execution across workstreams

Required Qualifications:

  • 7+ years of experience managing large, complex, multi-workstream programs
  • Strong experience in cross-functional coordination and stakeholder management
  • Expertise in project governance tools (workplans, RAID logs, RACI, action tracking, change control)
  • Excellent communication skills with ability to produce executive-ready documentation
  • Ability to work independently in ambiguous and evolving environments

Preferred Qualifications:

  • Experience in Medicaid, CMS, or broader health and human services programs
  • Familiarity with Section 1115 waivers or similar federal-state program implementations
  • Background in government operations, compliance, or regulatory-driven initiatives
  • PMP certification or equivalent project management credential
