Position Overview:

UES is seeking an experienced Senior Project Manager / Technical Writer – Asbestos & Lead to support our environmental consulting operations in Southern California.

 

This is a senior-level technical position for an experienced environmental professional with extensive knowledge of asbestos, lead, hazardous materials surveys, air monitoring, regulatory compliance, and technical reporting.

 

The successful candidate will play a key role in preparing and reviewing survey reports, supporting and managing field personnel, attending client meetings, and ensuring projects meet applicable regulatory and client requirements. Experience working with Los Angeles Unified School District (LAUSD) projects, processes, and reporting requirements is strongly preferred.

 

This position requires someone who can operate independently, provide technical leadership to field teams, communicate confidently with clients, and produce accurate, defensible technical reports.

What Success Looks Like

This individual will serve as a senior technical resource for the Southern California environmental team, ensuring that survey and air monitoring projects are properly executed in the field and translated into accurate, timely, regulatory-compliant technical reports. The ideal candidate combines deep regulatory and technical knowledge with strong writing, project management, field leadership, and client communication skills. They should be comfortable moving between reviewing technical data, writing reports, directing field staff, and sitting across the table from a client to discuss project requirements and findings.

Pay Range: USD $90,000.00 - USD $120,000.00 /Yr. Responsibilities:

 

• Prepare, write, review, and finalize asbestos, lead, hazardous materials, survey, and air monitoring reports.
• Serve as a senior technical resource for asbestos and lead-related projects.
• Review field documentation, laboratory results, photographs, drawings, and other project information to develop complete and accurate technical reports.
• Help manage and coordinate survey field staff, including project assignments, field activities, schedules, and deliverables.
• Provide technical direction and support to field personnel performing asbestos, lead, and hazardous materials surveys and air monitoring.
• Ensure field activities and reporting comply with applicable federal, state, and local regulations and client-specific requirements.
• Maintain an intimate working knowledge of applicable regulations and standards, including SCAQMD, Cal/OSHA, AHERA, and EPA requirements.
• Attend client meetings for survey, air monitoring, and related environmental projects.
• Communicate project findings, technical requirements, schedules, and recommendations clearly to clients and project stakeholders.
• Coordinate with clients, field personnel, laboratories, subcontractors, and internal project teams to ensure successful project execution.
• Review project scopes and requirements prior to field mobilization to ensure appropriate sampling, documentation, and regulatory protocols are followed.
• Provide quality assurance/quality control review of reports and other technical deliverables.
• Assist with project planning, scheduling, budgeting, and resource coordination.
• Monitor project progress and help ensure work is completed according to scope, schedule, budget, regulatory requirements, and client expectations.
• Support the development and mentoring of field staff by providing technical guidance and reviewing field documentation.
• Maintain accurate and organized project records and documentation.
• Participate in additional environmental consulting and project management activities as business needs require.

Qualifications:

• Bachelor’s degree in Civil Engineering, Geology, Environmental Science, Construction Management, or a related technical discipline; OR equivalent combination of education and relevant experience.
• Minimum of 5+ years of environmental consulting experience
• Professional Geologist; PG or Professional Engineer; PE registration/license
• Knowledge of environmental permitting, regulations, and testing methods
• Certifications in relevant inspection or testing areas preferred (e.g., ACI, ICC, ATTI, Nuclear Safety).
• Valid driver’s license with acceptable driving record.

• Proficiency in Microsoft Office and industry-specific platforms (e.g., project management, data reporting systems).
• Strong organizational, communication, and analytical skills
• Willingness to travel to job sites and work in diverse environmental conditions
• Demonstrated ability to lead teams, manage multiple priorities, and interface with clients and regulatory bodies effectively

Preferred Qualifications:

• Minimum 10 years of progressively responsible experience in asbestos, lead, hazardous materials, environmental consulting, industrial hygiene, or a closely related field, including at least 5 years in a senior technical, project management, or technical report-writing role preferred.
• Current California Certified Asbestos Consultant (CAC) certification required.
• Current California Department of Public Health (CDPH) Lead Inspector/Assessor certification required.
• Significant experience managing asbestos, lead, hazardous materials survey, and/or air monitoring projects from initial scope and field activities through final reporting.
• Demonstrated experience preparing, reviewing, and quality-checking asbestos, lead, hazardous materials survey, and air monitoring reports, including the ability to independently interpret field data and laboratory analytical results.
• Strong working knowledge of SCAQMD, Cal/OSHA, AHERA, EPA, and other applicable asbestos and lead regulations.
• Experience overseeing, coordinating, mentoring, and providing technical guidance to field inspectors and technicians.
• Experience developing and managing project scopes, proposals, cost estimates, schedules, and budgets, with the ability to successfully manage multiple concurrent projects and competing priorities.
• Strong client-facing experience with the ability to communicate effectively with clients, contractors, field personnel, technical professionals, and regulatory stakeholders and participate in project meetings.
• Strong technical writing, documentation, quality-control, organizational, and project management skills.
• Experience working in occupied schools, public facilities, institutional facilities, or other sensitive environments preferred.
• Previous experience supporting LAUSD projects, including familiarity with LAUSD processes, documentation, reporting requirements, and project expectations, is highly preferred but not required.
• Proficiency with Microsoft Office and standard project documentation/reporting software.
• Valid driver's license and ability to travel to project sites and client meetings throughout Southern California as required.

Travel Requirements:

This position requires moderate travel, approximately up to 20% of the time, in support of business
objectives and client engagements. Travel may be both scheduled and on short notice, depending on
project needs. Destinations typically include job sites, field locations, or regional offices, where work may
be conducted in outdoor or operational environments. Adherence to all company safety protocols and
use of PPE is required during travel and on-site work.

Physical Demands & Work Environment:

This position operates in a combination of professional office and project site environments. The role requires flexibility to manage technical and project responsibilities in the office while also visiting client and active project sites throughout Southern California as needed.

• Office & Technical Work: Work includes extended periods at a desk using a computer, phone, and standard office equipment to prepare and review technical reports, evaluate field and laboratory data, manage project documentation, and communicate with clients and project teams.
• Project Site Work: Site visits may include schools, commercial and institutional buildings, renovation or demolition projects, and active construction sites to conduct or oversee asbestos, lead, hazardous materials surveys, and air monitoring activities.
• Must be comfortable working in occupied and unoccupied buildings, construction and renovation areas, mechanical spaces, rooftops, and other areas where hazardous building materials may be present.
• Work may involve exposure to dust, noise, varying temperatures, construction activities, and other typical job-site conditions. Appropriate PPE and established safety procedures are required.
• Ability to stand and walk for extended periods, including navigating stairs, ladders, uneven surfaces, and active construction areas as necessary to perform or oversee inspections and surveys.
• Ability to bend, stoop, kneel, reach, climb, and access building components and inspection areas as required by project conditions.
• Ability to safely carry field equipment, sampling supplies, PPE, and project materials as needed.
• Must be able to effectively communicate with clients, contractors, field personnel, regulatory representatives, and technical staff in both office and field environments.
• Ability to drive and travel to project sites and client meetings throughout Southern California, with occasional schedule flexibility based on project needs.
