Position Description
Precision Collective is seeking a polished, resourceful, and proactive Senior Proposal & Operations Specialist to serve as a trusted partner to the CEO and provide critical support across proposal efforts in a fast-growing professional services company. This high-visibility role is ideal for a highly intelligent, detail-oriented professional with strong critical thinking, decision-making abilities, and a proven track record of thriving in dynamic, deadline-driven environments. You will manage high-level communications and engagements with precision and confidentiality, coordinate cross-functional teams, and support major proposal efforts for DoD and civilian government clients. The ideal candidate is a Shipley-certified proposal professional with demonstrated experience supporting federal proposal efforts, exceptional organizational skills, advanced Microsoft Office 365 proficiency (including SharePoint), and a proactive, solutions-oriented mindset.

The Senior Proposal & Operations Specialist will serve as a key contributor to business development and proposal management. You will coordinate proposal development processes, draft and edit high-quality content, manage timelines and submissions, support executive communications, and assist in operational initiatives, all while maintaining professionalism, confidentiality, and alignment with corporate objectives in support of national security and government contracting missions.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Organize internal and external meetings, including agenda preparation, document compilation, and follow-up on action items.
  • Prepare, edit, and format reports, correspondence, presentations, meeting minutes, and executive communications with accuracy and professionalism.
  • Draft, format, and edit professional proposals, supporting documents, and business development content for DoD and civilian government agencies.
  • Coordinate cross-functional input for proposals, manage timelines, and oversee submission processes to ensure high-quality, compliant, and on-time delivery.
  • Analyze RFPs, RFQs, RFIs, and related communications to inform response strategies and synthesize technical inputs and resources into detailed deliverables.
  • Create and refine executive presentations, visual materials, and decision-support content that clearly communicate strategic vision.
  • Collaborate on graphic design concepts and maintain a centralized SharePoint repository of best-in-class proposal and communications materials.
  • Work closely with senior executives, Human Resources, Finance, Business Development, and Operations to streamline initiatives and support organizational objectives.
  • Oversee office operations, including vendor coordination, facility management, supply inventory, and onboarding/offboarding logistics.
  • Assist in planning and executing company-wide events and high-level engagements.
  • Provide seamless backup executive support to senior leaders as needed.
  • Assist in the development, implementation, and enforcement of policies, procedures, and strategic workforce initiatives.
  • Utilize Microsoft Office 365 (Word, Excel, PowerPoint, SharePoint, Outlook) to develop documents, manage content, and support business development efforts.
  • Demonstrate flexibility and responsiveness in managing competing priorities and urgent, time-sensitive assignments.
  • All other duties as assigned.
Required Qualifications
  • Bachelor’s degree with 5+ years of hands-on experience supporting and contributing to federal proposals.
  • Proven ability to manage proposal inputs, timelines, and deliverables in a deadline-driven environment.
  • Strong writing, editing, and document development skills.
  • Advanced proficiency in Microsoft Office Suite and SharePoint.
  • Exceptional organizational skills, attention to detail, and proactive problem-solving ability.
  • High level of professionalism, discretion, and emotional intelligence.
  • Strong interpersonal and communication skills, with the ability to engage effectively across all levels of the organization.
  • Certified in the Shipley Proposal Process.
Security Clearance Requirements
U.S. Citizenship with the ability to obtain and maintain a security clearance.

Location & Travel
This is a full-time position based in Falls Church, VA, with minimal travel expected

Preferred Qualifications
  • Experience in a government contracting or defense environment.
  • Experience supporting executive-level operations or business functions.
  • Superior writing, editing, and communication skills for executive and proposal-level materials.

Compensation at Precision Collective is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market conditions, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected salary range for this position reflects full-time employment. Actual starting compensation will be based on the selected candidate's qualifications and the factors identified above. Compensation for part-time positions will be adjusted proportionately based on scheduled hours worked.

Posted Salary Range
USD $115,762.00 - $150,000.00 / Yr.
