Job Summary

This position is in the Department of Administrations Purchasing Division in Carson City and follows a standard in-office work schedule, Monday through Friday. The Senior Purchasing Technician is responsible for supervising, training, and evaluating the performance of subordinate Purchasing Technician staff. The Senior Purchasing Technician will assign work, review for completeness and accuracy. The Senior Purchasing Technician is responsible for preparing and processing documents for the purchase, issuance, and transfer of goods, issuing, modifying, and monitoring purchase orders; and maintaining records for the procurement of a wide variety of property, equipment, services, food, parts, materials, and supplies. The position develops reports, provides guidance to agency personnel regarding purchasing policies and procedures, and recommends changes to purchasing processes as appropriate. The position requires proficiency with Microsoft 365 products, CORE.NV, and NevadaEPro. In keeping with the Department of Administrations mission of providing exceptional customer service, the position requires the ability to work cooperatively and professionally with State agencies, vendors, and Division staff.

Purchasing Technicians prepare and process documents for the purchase, issuance, and transfer of goods.

Essential Qualifications

Three or more years of applicable experience as described in the job duties, graduation from high school or equivalent education.

Job Duties

  • Purchase property, equipment, services, forms, food, parts, and supplies.
  • Determine the best price and availability of items.
  • Issue and modify purchase orders via an open-term contract or informal quote.
  • Verify the accuracy of coding and vendor information and resolve inconsistency or error problems.
  • Maintain and monitor computerized record systems and distribute documentation to appropriate parties.
  • Ensure compliance with State laws, regulations, and agency policies and procedures.
  • Prepare for bid and request for proposal openings, complete legal advertisements, arrange and verify publications, maintain bid and records, and issue and post notification of awards.
  • Contact vendors to resolve problems and arrange for delivery or return of items.
  • Answer questions regarding applicable laws, regulations, policies, and procedures.
  • Maintain department or statewide fixed asset control records and issue identification tags.
  • Record property movement or disposition and issue reports for inventory verification and control purposes.
  • Develop and present training programs.
  • Develop reports.
  • Recommend changes to policies and procedures.
  • Evaluate information and make recommendations to administration regarding purchases or supplies.
  • Function as a lead worker by assigning and reviewing work, training, and providing input regarding performance evaluations and discipline.
  • May train, supervise, schedule, and evaluate the performance of employees, and other supervisory duties as appropriate for managing people.
  • Perform related duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of:

  • Applicable State laws, regulations, and agency policies and procedures.
  • Automated purchasing systems and processing programs used to correct and verify purchasing transactions.

Skill in:

  • Evaluating problems, making decisions, and resolving conflicts.

Ability to:

  • Research information from a variety of internal and external sources and prepare specifications for the purchase of a variety of goods and services.
  • Read and understand purchasing contracts, Certificates of Insurance, and business licenses; receive and respond to inquiries related to purchasing issues such as technical specifications, contract terms, and insurance requirements.
  • Interpret budgets and procurement reports and data; identify inconsistencies, errors, and/or problems; interpret, apply, and explain laws, requirements, restrictions, and standards.
  • Review and evaluate purchasing contracts; negotiate with vendors regarding desired quality, warranty, price, and delivery date of goods and services.
