About the Agency: The Idaho Division of Career Technical Education (IDCTE) provides administration, leadership, and coordination for secondary and post-secondary programs in career technical education (CTE) across the state of Idaho. With a customer-service focus, the Division leads Idaho's efforts to prepare youth and adults for high-skill, in-demand careers.
Summary: The Senior Research Analyst manages data collection, validation, analysis, and reporting to support performance, accountability, and program evaluation for IDCTE. This position works across multiple data systems to gather, manage, and analyze information on student outcomes and program performance. Working with internal teams and external partners, the Senior Research Analyst ensures data accuracy, supports reporting requirements, and produces analyses that inform program improvement and decision-making. This role bridges data validation, reporting infrastructure, and cross-system coordination - the analyst validates incoming data, maintains the reporting layer, and troubleshoots issues that directly affect program accountability. This role requires strong analytical skills and the ability to coordinate with technical partners.
Responsibilities:
Data Validation and System Management
- Validate incoming data against defined business rules prior to load into the agency's central data system.
- Load validated data into the system's structured data environment, supporting ongoing efforts to automate the ingestion process.
- Maintain data structures and reporting systems within the agency's curated data reporting layer.
- Use existing queries and reporting views to extract and validate data, escalating query or view changes to development staff as needed.
- Ensure data accuracy, consistency, and integrity across source systems and the reporting layer.
Data Analysis and Reporting
- Analyze datasets to identify trends, patterns, and performance outcomes.
- Interpret data findings and develop conclusions and recommendations.
- Prepare reports, dashboards, and presentations for internal and external stakeholders.
- Conduct follow-up analyses on emerging issues or reporting needs.
Research and System Support
- Conduct internal analysis of program and system data to support operational effectiveness and continuous improvement.
- Analyze student assessment data in relation to instructional practices to support pedagogy-focused program evaluation.
- Support the Principal Research Analyst and Standards and Assessment Coordinator with data preparation, analysis, and reporting needs.
- Evaluate data systems and recommend improvements or enhancements.
- Assist with development or modification of databases and reporting tools.
- Provide analyst-level support to assigned programming staff by identifying and documenting data or reporting issues that may involve underlying code, for resolution by development staff.
Stakeholder Coordination
- Respond to internal and external data and reporting requests.
- Coordinate with partners to improve data collection, reporting, and system functionality.
- Provide guidance to users on data systems, reporting requirements, and data interpretation.
Quality Assurance and Continuous Improvement
- Identify and resolve data discrepancies in collaboration with data providers.
- Implement quality control procedures to ensure reliability of datasets.
- Support improvements to data processes, systems, and reporting practices.
Training and Support
- Train staff and partners on data collection processes, reporting tools, and system use.
- Support implementation of data systems and reporting initiatives.
Minimum Qualifications:
- Experience conducting research design, data collection, analysis, and reporting.
- Typically gained by: Performing research or program evaluation involving study design, data collection, analysis, and reporting.
- Experience working with relational databases and data management systems.
- Typically gained by: Developing, maintaining, or querying structured datasets used for reporting and analysis.
- Experience extracting and managing data from multiple sources.
- Typically gained by: Preparing datasets from multiple systems for analysis and reporting.
- Experience using advanced spreadsheet tools for data analysis.
- Typically gained by: Working with large datasets using pivot tables, formulas, and data transformation tools.
- Experience ensuring data quality and resolving discrepancies.
- Typically gained by: Reviewing datasets, identifying errors, and coordinating corrections.
- Experience communicating research findings and analytical results.
- Typically gained by: Preparing reports, dashboards, or presentations for stakeholders.
Preferred Qualifications:
- Master's degree in research methods, data analytics, or a related field.
- Experience in education or institutional research environments.
- Experience using statistical analysis software (e.g., SPSS, SAS, or similar tools).
- Experience building reports and dashboards in Power BI using existing datasets or views.
- Basic familiarity with SQL for querying data (e.g., SELECT, WHERE, and JOIN statements).
- Experience coordinating data reporting across organizations or agencies. Knowledge of FERPA or other data privacy requirements.
- Experience with collaboration or workflow tools.
- Experience using technology tools and digital systems, including and not limited to Artificial Intelligence, to improve workflow efficiency, communication, or project management.
