Position Summary
Plan, direct, oversee the daily operational responsibility for areas within Senior Affairs program. Including the development and implementation of division goals, objectives, policies and priorities for each assigned service area, and reviewing and evaluating work methods and procedures.

Essential and Supplemental Functions
ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Manage and oversee the daily operations for assigned programmatic services working through the department of senior affairs; programs may include recreation, nutrition, transportation and social services.
- Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; ensure alignment with program, division(s), and department strategic goals.
- Monitor and evaluate efficiency and effectiveness of service delivery methods and procedures. Ensure high level of operational coordination in delivery of services and adherence to operational standards; ensure prioritization and focus for the needs and well-being of senior participants.
- Establish schedules and methods for providing senior services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Provide research and assistance for developing, managing and monitoring activities of various projects; contribute to developing program/project plans and budgets; contribute to program and project compliance with applicable laws and regulations.
- Review, evaluate, and collaborate with relevant teams to introduce innovative solutions and adapt programming as necessary, ensuring alignment with operational goals and participant satisfaction; meet with key staff to identify and resolve problems.
- Establish appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
- Plan, direct and coordinate through subordinate level staff; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
- Conduct frequent inspections of facilities; to include appearance, serviceability, and major or minor repair; initiate corrective action; coordinate through subordinate staff regarding repairs and facilities maintenance, ensure operational and safety standards are met.
- Select, train, motivate and evaluate division personnel; provide or coordinate staff training; working with employees to correct deficiencies; implement discipline and termination procedures.
- Participate in the development and administrative functions of the divisions; annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
- Respond to citizen complaints, questions and inquiries; investigate and resolve complaints as necessary.
- Ensure full compliance with leases, contracts and regulatory agreements.
When assigned to the Nutrition and Transportation Division
- Oversee the efficient planning, preparation, and distribution of meals for senior participants, ensuring all dietary rules and restrictions are strictly followed.
- Ensure all food safety, quality, and compliance standards are met during meal preparation and service, and work to optimize processes for smooth and accurate meal delivery.
- Manage the operation of kitchens in various facilities to ensure all equipment is properly maintained, regulated, and regularly inspected.
- Ensure kitchens meet safety and operational standards by scheduling routine inspections and addressing any maintenance or compliance issues promptly.
- Manage the coordination and oversight transportation operations, ensuring the efficient movements of goods or persons as needed

When assigned to the Recreation Division
- Ensure the development and implementation of new and varied recreation programs to meet the evolving needs of participants.
- Monitor the condition of facilities to ensure they meet safety, cleanliness, and operational standards, addressing any issues promptly to avoid disruptions to daily operations
- Ensure the continuous upkeep and maintenance of all facilities, including regular inspections, managing repairs, and coordinating with maintenance teams or vendors; to include all equipment in fitness rooms, classrooms, and special event spaces.
- Ensure event spaces are properly prepared, necessary equipment is available, and all operational requirements are met
When assigned to the Social Services Division
- Oversee and track work orders related to social services initiated by the department administration.
- Conduct regular reviews of the case management protocols established by the department and ensure senior participants are closely monitored in accordance with these guidelines.
- Assess and track case progress, make adjustments as needed to maintain compliance and provide optimal support.
- Manage the information and assistance program, ensure incoming calls are addressed promptly and accurately.
SUPPLEMENTAL FUNCTIONS:
- Monitor program compliance with laws, rules and regulations related to provision of building maintenance and related services.
- Respond to and resolve difficult and sensitive employee and citizen inquiries and complaints.
- Stay abreast of new developments in the field of building maintenance; incorporate new developments as appropriate into programs.
- Perform related duties and responsibilities as required.
Minimum Education, Experience And Additional Requirements
Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelors degree from an accredited college or university in business administration, public administration, social services, gerontology, nutrition, or a related field. and
Six (6) years professional management experience in one or more of the following fields: social services and operations; facilities; recreation and or program implementation; and
To include three (3) years of supervisory experience.
ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Drivers License or the ability to obtain by date of hire.
Possession of a City Operators Permit (COP) within six (6) months from date of hire.
Working Conditions
Environmental:
Office environment; exposure to computer screens, travel from site to site.
Physical:
Essential and supplemental functions may require maintaining physical condition necessary for moderate lifting; bending, stooping, kneeling, crawling, sitting or walking for prolonged periods; operating a motor vehicle.
