Salary Range: $180,000 - 225,000 

Role Summary

The Senior Site Quality Manager provides site-level executive quality leadership for major capital construction, outage, or retrofit projects within a utility power plant environment. Reporting directly to Regional Site Quality leadership, you will serve as the ultimate authority on Quality Assurance and Quality Control (QA/QC) implementation on-site.

In this role, you will lead a dedicated team of site inspectors and quality engineers, manage relationships with plant owners and Authorized Inspectors (AIs), and ensure all mechanical, structural, and piping installations strictly comply with ASME, NBIC, AWS, and client specifications.

Key Responsibilities

Capital Project Quality Governance

  • Program Execution: Establish, implement, and maintain the Project Quality Plan (PQP) tailored to site-specific power generation capital project scope.

  • Code Compliance: Serve as the on-site subject matter expert for ASME (S, U, R stamps), NBIC, AWS, and API code requirements.

  • Turnover & Documentation: Direct the preparation, review, and final assembly of complete Project Turnover Packages (TOP), Data Reports, and Quality Records required for plant handover.

Site Inspections & NDE Management

  • Nondestructive Examination (NDE): Oversee all site NDE/NDT operations (RT, UT, MT, PT), managing third-party testing agencies and verifying inspector certifications.

  • Weld Quality Management: Drive weld quality oversight, including weld tracking, defect analysis, rejection rate monitoring, and implementation of corrective action plans.

  • Hold Point Inspections: Perform and sign off on critical customer hold points, receiving inspections, hydro-tests, and final line walkdowns.

Subcontractor & Supplier Quality Oversight

  • Vendor Audits: Conduct receiving inspections and audits of major equipment, fabricated spools, and supplier components entering the site.

  • Subcontractor QC: Monitor subcontractor QA/QC programs, ensuring alignment with Enerfab standards and project specifications.

Audits, Non-Conformance & Continuous Improvement

  • NCR/CAR Resolution: Manage the site Non-Conformance Report (NCR) and Corrective Action Request (CAR) processes, investigating root causes and preventing recurrent issues.

  • Regulatory & AI Liaison: Act as the primary interface for Authorized Inspectors (AIs), third-party auditing bodies, and client quality representatives.

  • Metrics & Reporting: Deliver real-time quality performance metrics, defect trends, and audit summaries to the Regional Site Quality Lead and project executive team.

Team Leadership & Mentorship

  • Site QC Leadership: Manage, schedule, and evaluate site Quality Engineers, Inspectors, and turnover specialists.

  • Training: Educate field personnel and supervision on quality procedures, code requirements, and craft execution standards.

Qualifications

  • Education: Bachelor’s degree in Engineering (Mechanical or Materials), Construction Management, or a related technical discipline (equivalent hands-on experience in high-energy piping and power generation will be considered).

  • Experience: 10+ years of progressive quality management experience in heavy industrial construction, with at least 5+ years managing QA/QC on major capital power plant sites (e.g., fossil, combined cycle, nuclear, or renewables).

  • Certifications (Highly Preferred):

    • AWS Certified Welding Inspector (CWI) or Senior CWI (SCWI)

    • ASQ Certified Quality Manager (CQM) or Certified Quality Auditor (CQA)

    • ASNT NDT Level II or III certifications (or working knowledge)

  • Code Expertise: Deep functional knowledge of ASME Boiler and Pressure Vessel Code (Sections I, VIII, IX), ASME B31.1 / B31.3 power piping, and NBIC repairs/alterations.

  • Leadership: Proven track record leading QA/QC teams on major capital projects exceeding $100M+ in scope.

Work Environment & Physical Demands

  • Environment: 100% site-based at an active power generation construction site. Requires working in proximity to high-pressure steam lines, heavy rigging, and active industrial machinery.

  • Conditions: Frequent exposure to outdoor weather, high-decibel areas, confined spaces, and elevated work platforms requiring full fall protection PPE.

  • Physical Requirements: Ability to navigate industrial jobsites, climb ladders/scaffolding, traverse uneven terrain, and lift up to 50 lbs during site audits.
