Work Arrangement: Primarily Remote / occasional on-site support

Position Summary

SMX Services & Consulting, Inc. is seeking a Senior Software Developer – CIS Modernization to support the Internal Revenue Service Common API Services program.

This position will support modernization of IRS Common Integration Services and enterprise middleware applications. The selected candidate will help transform legacy integration services into modern Spring Boot, API, and microservices-based architectures while maintaining production functionality and consumer compatibility.

The ideal candidate will have strong Java/Spring Boot development experience combined with hands-on enterprise middleware and integration experience, preferably including IBM webMethods Integration Server.

Required Qualifications

  • Minimum 5 years of relevant software-development experience.

  • Java/J2EE.

  • Spring Boot.

  • Microservices architecture.

  • REST APIs.

  • SOAP web services.

  • XML, XSD, and JSON.

  • OpenAPI/Swagger.

  • Red Hat OpenShift and/or Kubernetes.

  • IBM webMethods Integration Server or comparable enterprise ESB technology.

  • Enterprise service bus architecture.

  • Message routing and transformation.

  • Business-rule implementation.

  • Batch integration.

  • Managed file-transfer concepts.

  • Database-connected application integration.

  • Git/GitHub.

  • JUnit.

  • Postman and/or SoapUI.

  • Secure software-development practices.

  • Performance-aware application development.

  • Application troubleshooting and defect remediation.

Key Responsibilities

  • Analyze existing IRS Common Integration Services.

  • Analyze legacy middleware interfaces, integrations, and dependencies.

  • Develop Spring Boot-based modernization solutions.

  • Refactor legacy enterprise integration services.

  • Develop REST and SOAP services.

  • Develop reusable APIs and microservices.

  • Develop and maintain OpenAPI specifications.

  • Implement message-routing patterns and transformations.

  • Develop XML, XSD, and JSON mappings.

  • Support business-rule integrations.

  • Support batch and managed file-transfer integration patterns.

  • Support database-connected integrations.

  • Document current-state and target-state service mappings.

  • Support phased modernization and migration waves.

  • Maintain compatibility with existing consumers during transition.

  • Conduct developer-level validation.

  • Support parallel-run validation.

  • Analyze and correct software defects.

  • Support vulnerability remediation.

  • Prepare release-ready technical artifacts.

  • Maintain application and interface documentation.

  • Provide technical knowledge transfer to IRS personnel.

Priority Experience

Candidates with demonstrated IBM webMethods Integration Server experience should receive recruiting priority.

Experience supporting enterprise ESBs, middleware modernization, or migration from legacy integration platforms to Spring Boot/OpenShift environments is strongly preferred.

Location Requirement

The position is primarily remote within the United States. The selected candidate must be capable of supporting the IRS Government site at 1111 Constitution Avenue NW, Washington, DC 20224 when required.

On-site activities may include technical meetings, troubleshooting, modernization events, deployments, releases, cutovers, or knowledge transfer.

Citizenship and Security

Candidate must be able to satisfy applicable IRS suitability, background investigation, PIV/SmartID, security/privacy training, Government system-access, and protected-information handling requirements.

No Secret or Top Secret clearance requirement has been identified.

Compensation


Candidate Pay Range:$72.29–$75.12/hour

Final compensation depends on experience, technical qualifications, employment classification, and final SMX approval.

Position is contingent upon contract award.
