Technical Leadership:
• Serve as the technical lead for one or more cross-functional development teams, owning architecture decisions, code quality standards, and delivery outcomes
• Translate business and program requirements from stakeholders into scalable, maintainable technical solutions
• Lead system design reviews, define technical standards, and establish best practices across the team
• Collaborate closely with the Senior Manager to inform roadmap prioritization, resource planning, and technical risk assessment
• Act as a subject matter expert and escalation point for complex engineering challenges across the portfolio
Application Development & Modernization:
• Design, develop, and maintain features across .NET/C#, Java, and React-based applications in both web and mobile contexts
• Drive the modernization of legacy systems - refactoring aging codebases, improving performance, and introducing contemporary patterns (REST APIs, microservices, component-based front ends) using AI-assisted development workflows
• Build and maintain RESTful APIs and integrate with internal data systems, third-party services, and city agency platforms
• Ensure all applications meet security, accessibility (WCAG), and compliance standards appropriate for a public-sector environment
• Contribute to mobile development efforts supporting the iOS and Android applications.
AI Tooling & Developer Productivity:
• Champion the adoption of AI-assisted development tools (e.g., GitHub Copilot, Cursor, Claude Code, or similar) to increase team velocity and reduce technical debt remediation timelines
• Develop and refine internal AI-augmented workflows for code generation, automated testing, documentation, and legacy code analysis
• Evaluate and implement LLM-based capabilities where appropriate within applications (e.g., intelligent search, automated summarization, chatbot interfaces for resident-facing features)
• Stay current on AI/ML tooling trends and serve as an internal resource for the team on responsible and effective AI usage in software development
Mentorship & Team Development:
• Mentor mid-level and junior engineers through code reviews, pairing sessions, design discussions, and direct feedback
• Foster a collaborative team culture that values craft, continuous learning, and inclusive problem-solving.

Description:
The client is seeking a Senior Software Engineer / Tech Lead to join the Public Facing Systems team within the IT Enterprise Solutions Delivery team. This is a hands-on technical development role responsible for the architecture, development, and modernization of mission-critical applications that serve residents, Section 8 landlords, and the general public.
The ideal candidate is a seasoned full-stack engineer who thrives at the intersection of legacy system modernization and modern AI-assisted development. You will serve as the technical anchor for a portfolio of public-facing applications - leading design decisions, mentoring engineers, and driving the adoption of AI tooling to accelerate delivery and improve code quality across the team.
