Brief Overview of Position:

Strategic Operational Solutions, Inc. (STOPSO) is seeking an experienced and versatile professional to take on the role of Senior Solutions Architect. This position spans the entire lifecycle of federal contracting, bridging the gap between growth initiatives and operational execution. The ideal candidate will design winning, compliant technical solutions for federal proposals, and subsequently lead, govern, and validate those architectures through post-award implementation. This role sits at the intersection of the Growth/Proposal team and the Enterprise Technology/Delivery team, offering a remote or flexible hybrid work environment.

Position Duties and Tasks

  • Pre-Sales & Proposal Architecture (Growth Phase)
    • Lead the design and development of thoughtful, technical architectures in response to RFP/RFQ requirements, ensuring compliance and alignment with client needs.
    • Collaborate with business development and proposal managers to write, edit, and review the technical volumes of proposals, translating complex engineering concepts into persuasive narratives.
    • Develop technical Basis of Estimates (BOEs), staffing models, and level-of-effort (LOE) calculations based on Performance Work Statements (PWS).
    • Participate in proposal strategy sessions to establish win themes, value propositions, solution differentiation, and key technical messaging.
    • Serve as the technical lead and presenter for Government-evaluated oral sessions, technical demonstrations, and pre-award client briefings.
  • Post-Sales Solution Governance & Delivery (Execution Phase)
    • Serve as the primary technical authority post-award, translating proposal concepts into authoritative architectural blueprints and production-ready system design documents (SDDs).
    • Provide overarching technical governance to delivery teams, ensuring that implemented systems map accurately to the proposed architecture, budget, and timeline.
    • Conduct continuous technical risk assessments and implement mitigation strategies during system deployment to ensure uptime, security, and scalability.
    • Participate in high-level architecture reviews, change control boards, and technical briefings for Federal Government stakeholders.
    • Facilitate seamless technical handoffs between the proposal team and implementation engineers to eliminate delivery gaps.
  • Cross-Functional Collaboration
    • Act as a key organizational bridge, working seamlessly with capture managers, proposal writers, program managers, and technical Subject Matter Experts (SMEs).
    • Coordinate with infrastructure, security, DevSecOps, and graphic design teams to ensure that both written proposals and production topologies are fully integrated and visually optimized.
  • Continuous Improvement & Innovation
    • Stay current with emerging technologies, industry standards, and federal frameworks to continuously modernize STOPSO's technical offerings and client environments.
    • Establish technical engineering standards, reference architectures, and reusable proposal components to improve organizational efficiency and win rates.

Required Experience, Skills, and Qualifications

  • Bachelor's degree, preferably in Computer Science, Information Technology, Systems Engineering, or a related technical discipline.
  • Five or more years of demonstrable success in a Solutions Architect role, with a proven track record of writing/winning federal proposals and subsequently delivering production-ready IT systems.
  • Demonstrated technical depth in at least four of the following disciplines: cybersecurity/compliance (FedRAMP/NIST), cloud solutions (AWS/Azure GovCloud), data analytics, enterprise IT modernization, DevSecOps/software integration, systems support, or network engineering.
  • Deep understanding of both the business development lifecycle (e.g., Shipley processes) and the systems development lifecycle (SDLC/Agile/ITIL).
  • Exceptional written and verbal communication skills, with the ability to write high-scoring proposal sections and deliver high-impact technical presentations to C-level or Government stakeholders.
  • Critical thinker with experience in facilitating both proposal storyboarding sessions and technical root-cause/whiteboarding sessions.
  • Demonstrated ability to balance multiple priorities, working efficiently under tight proposal deadlines and rigorous project implementation schedules.
  • Advanced proficiency in architecture modeling tools (e.g., Visio, Lucidchart), production cloud environments, and the Microsoft Office suite (Word, PowerPoint, Excel, SharePoint).
  • Must be a U.S. Citizen.
  • Secret Clearance.

  • Advanced degree in a Technical or Engineering discipline.
  • Experience integrating with local area stakeholders and industry partners to foster a growth strategy and campaign within a defined geographic location and/or customer base.
  • Active professional certifications (e.g., AWS Certified Solutions Architect Professional, Azure Solutions Architect Expert, CISSP, TOGAF, or APMP/Capture Management certifications).
