POSITION OVERVIEW
As a Senior Specialist Program Financeyour roles and responsibilities will include:
The client is seeking a Senior Specialist, Program Finance to support multiple defense programs by managing financial planning, forecasting, budgeting, and Earned Value Management (EVM) reporting. This role serves as a key financial partner to program management teams, ensuring accurate financial performance tracking, compliance with government contract requirements, and achievement of program objectives.
Key Responsibilities
  • Manage all aspects of program financial performance for assigned defense programs.
  • Maintain Earned Value Management System (EVMS) data integrity using COBRA and SAP.
  • Develop and monitor Estimates at Completion (EACs), budgets, forecasts, and financial plans.
  • Perform weekly, monthly, quarterly, and annual forecasting, variance analysis, profitability analysis, and cash flow reporting.
  • Create, maintain, and update project structures within SAP.
  • Prepare and analyze Integrated Program Management Reports (IPMR) Formats 1-5 and 7.
  • Develop variance reports and coordinate with Control Account Managers (CAMs) to explain performance deviations.
  • Establish and maintain program baseline budgets and performance measurement baselines.
  • Support proposal development through cost estimating and pricing analysis.
  • Provide financial guidance to program teams and senior leadership.
  • Assist with internal and external audits and ensure compliance with government regulations and company policies.
  • Conduct ad hoc financial analyses to support business decisions.
  • Mentor junior finance team members and contribute to process improvements.
QUALIFICATIONS
Most importantly, you need to be a passionate Senior Specialist Program Finance who enjoys his work and is considered to be one of the best within your organization. The ideal Senior Specialist Program Finance would be someone with deep experience in many (if not all) of the following:
  • Bachelor's degree in Finance, Accounting, Business, Engineering, Science, or a related analytical discipline.
  • Minimum 6 years of relevant experience with a Bachelor's degree, 4 years with a Master's degree, or 10 years of related experience in lieu of a degree.
  • Experience using COBRA and SAP.
  • Strong proficiency in Microsoft Excel and other Microsoft Office applications.
  • Extensive knowledge of Earned Value Management (EVM) principles and processes.
  • Experience with:
    • Risk Management
    • Financial Management
    • Work Breakdown Structures (WBS)
    • Change Management
    • Cost Estimating
    • Configuration Management
    • Procurement and Operations
  • Familiarity with:
    • Defense Federal Acquisition Regulations (DFAR)
    • ANSI-748-D
    • EVMIG
    • NDIA Intent Guides
  • Ability to obtain a U.S. Department of Defense Security Clearance (U.S. Citizenship required).
Preferred Qualifications
  • MBA or CPA designation.
  • Experience in a leadership development program.
  • Experience supporting highly visible government programs.
  • Knowledge of government contracts including:
    • CPAF
    • CPFF
    • T&M
    • FFP
  • PMP, EVMP, or similar certifications.
  • Strong analytical and problem-solving skills.
  • Excellent communication and presentation abilities.
