Overview

DDS's Senior Staff Accountant will provide oversight of Disability Determination Services operating budget and the coordination of Federal (SSA) and State policies and procedures. You will contribute to the Department's mission by helping us ensure Maine receives the necessary funding to process applications for Social Security Disability benefits for the most vulnerable people of Maine.

Core Responsibilities:
  • Provide accounting, cash management, revenue/expenditure monitoring/reporting, and analysis resulting in accurate grant management.
  • Reconcile complex accounts, prepares financial information, formulates corrections and makes adjusting entries. Formulate and recommend system and process changes through evaluation, analysis, and application of accounting theory.
  • Prepare required financial accounting information in order to properly account for and close out accounts and activities.
  • Interpret and apply accounting theory and principles and adapt procedures and reporting techniques in order to ensure compliance with governing laws, rules, regulations, policies, and procedures.
  • Be responsible for overseeing the fiscal processes related to the DDS operating budget of approximately $10,000,000 per year.
  • Be responsible for completing accurate fiscal documentations, weekly payment files, development of annual budget, quarterly spending plans, monthly obligation reports, and the Schedule of Expenditures of Federal Awards(SEFA).
  • Work across and with teams to support the work goals and the mission.

The background of well-qualified candidates will demonstrate the following competencies:
  • Knowledge and understanding of generally accepted accounting theories, principles, methods and practices.
  • Knowledge of State and Federal accounting including sources of funds, segregation and display of expenditures and revenues
  • Comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
  • Ability to reconcile accounts, initiate corrections and make adjusted entries
  • Develop and evaluate accounting procedures
  • Ability to prepare expenditure, revenue, and budget status reports, annual financial statements including narrative and statistical reports
  • Ability to forecast revenue estimates and expenditure projections
  • Analyze and interpret fiscal reports and explain implications for agency program
  • Possess excellent communication skills and attention to detail.
  • Demonstrated ability to review and analyze data and reach logical conclusions.
  • Possess good critical thinking skills, be flexible and adaptable to a fast-paced environment.

Minimum Qualifications:

Intermediate to advanced education, training, and/or experience in accounting, business administration, financial planning, budgeting, or another related field demonstrating competency in analyzing complex data and records, interpreting policies, rules, and laws, designing operational frameworks, identifying process and procedure deficiencies, and developing practical solutions.

Preference given to candidates with experience with federal or non-profit grant management.
