JMT is seeking a motivated individual who desires increasing responsibilities in designing managing and marketing Water Resources Engineering for a variety of clients and project types. The successful candidate will be well-versed across the water resources discipline with demonstrated design and management experience in drainage and stormwater management design modeling and permitting with the supporting capabilities to perform a variety of design tasks in the civil engineering field.

This position will help grow the water resources discipline as part of a multi-discipline engineering office with strong transportation resume and clients. Successful candidates will be expected to effectively oversee perform and manage a variety of water resource related engineering design and permitting projects. There is a significant need for a candidate that understands the existing Virginia stormwater regulations has experience on stormwater and drainage design for Virginia transportation projects and can assist local municipalities with MS4 permit compliance and reach their TMDL goals.

Responsible for engineering design using knowledge of general engineering principles and practices to interpret organize execute and coordinate assignments with limited supervision. Acts as a technical mentor to less experienced engineers.

Essential Functions and Responsibilities

Manages projects in accordance with scope schedule and budget.

Develop drainage design and stormwater management design in accordance with client specifications and guidelines using design software and drawing tools

Responsible for stormwater management erosion and sedimentation control NPDES permitting on transportation and other development projects

Conduct watershed studies and hydrologic and hydraulic analysis

Prepare Contract Documents including Plans Specifications and Cost Estimates

Design and inspect traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments

Coordination with contractors outside consultants government agencies and JMT staff from multiple locations and technical disciplines

Plan schedule conduct or coordinate detailed phases of the engineering work in a part of a major project or in a total project of moderate scope

Analyze survey reports maps drawings blueprints aerial photography and other topographical or geologic data to plan projects

Develop project specific project plans Project Management Plans quality management plan.

Manage subconsultants

Build relationships with clients to understand preferences and requirements to set-up and execute a quality project.

Prepare progress reports and review invoices.

Develop and lead in project status and presentations.

Assist Section Heads Office Leaders and Practice Leaders with the marketing process including SMART GoNo Go decisions proposal development and interviews.

Lead and manage team members by providing leadership and continuous performance management setting expectations goals feedback 11 meeting coaching that supports the growth and development of team.

Required Skills

Design responsibilities and project engineering skills required

Knowledge and design experience in storm drainage design wetland and waters of the US impacts stream restorationstabilization for TMDL credits and compensation stormwater management MS4 permit compliance and erosion and sediment control projects dealing with VDOT VADEQ and USACE

General understanding of Microstation OpenRoads Designer Civil 3D GEOPAK SUDA Arc GIS HEC-RAS and proficiency in MS Word and Excel required

Thrive in a fast-paced team-oriented environment working on multiple projects

Excellent written and oral communication skills

Required Experience

Virginia Professional Engineer License or the ability to obtain within 6 months

Bachelors degree in civil engineering or a related field from an ABET accredited engineering program

10 years of experience in general civil design with a minimum of five 5 years of experience in water resources engineering

Experience with Virginias Runoff Reduction Method and be able to evaluate projects using it to determine required pollutant reduction and which BMPs should be used to meet the requirements

Hydraulic Modeling experience using HEC-RAS preferred

Stormwater Management design experience

Erosion and Sediment Control design experience

Experience working with local clients at the county and state level

Working knowledge of Federal State and local jurisdiction stormwater management and permitting regulations preferred

DEQ certification in E&S and Stormwater inspection and or plan review preferred

Knowledge and understanding of local TMDL action plans and MS4 permit compliance

Have established contacts with various local state and federal agencies preferred

Familiarity with VDOT and Locally Administered Project LAP requirements and protocols

Working Conditions

This position follows a hybrid work model offering a combination of remote and in-office work for flexibility and collaboration. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise dust etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat cold wet humid and dry arid conditions. Some lifting up to 25 lbs may be required as needed.
