Riverside Overview: Riverside Research is an independent National Security Nonprofit dedicated to research and development in the national interest. We provide high-end technical services, research and development, and prototype solutions to some of the country’s most challenging technical problems.    All Riverside Research opportunities require U.S. Citizenship.   Position Overview:

The Senior Subcontracts and Procurement Manager, as a senior single contributor is responsible for executing and governing all  subcontracting and procurement lifecycle activities in support of an R&D and IR&D‑focused nonprofit developing hardware and software for USG and commercial customers. This role requires strong expertise in FAR/DFARS flow downs and compliance, CPSR readiness and maintenance, policy development, Costpoint procurement operations, and procurement workflow optimization. The individual will serve as a process owner and subject matter expert, driving compliance, consistency, and efficiency across project and corporate teams without direct supervisory authority.

Responsibilities:

 

  • Manage all phases of subcontract and procurement actions, including solicitations, competition, cost/price analysis, negotiations, award, and administration
  • Support cost reimbursable, T&M, and fixed price environments.
  • Prepare and maintain compliant subcontract/purchase order documentation
  • Lead small business compliance activities  (SB plans, ISR/SSR reporting, and supplier diversity engagement).
  • Collaborate closely with program managers, engineering, finance, legal, and BD to support proposal development, procurement strategies, and subcontract execution.
  • Draft, review and negotiate NDAs, TAs, subcontract agreements, purchase orders, modifications, and commercial vendor agreements.
  •  Own procurement process governance: FAR, DFARS, and other agency supplements, corporate policy interpretation, and procedural consistency.
  • Support CPSR preparation, maintenance, including internal control testing, file audits, documentation updates, and corrective action implementation.
  • Maintain procurement and subcontract policies, procedures, templates, work instructions, and job aids.
  • Drive process improvement to streamline procurement operations and reduce compliance risk.
  • Conduct detailed internal reviews of procurement for accuracy, cost/price analysis quality, competition r documentation, and completeness.
  • Provide training, and mentoring to buyers, administrators, and other stakeholders on procurement compliance and workflow expectations.
  • Monitor regulatory changes and industry best practices; implement updates.
  • Lead or support internal and external audits, including preparing responses for  auditors.
Qualifications:

 

  • Bachelor’s degree in business, supply chain, contracts, or related field or equivalent experience.
  • 12-15 years of subcontracting or procurement experience within a USG contracting environment.
  • Expert knowledge of FAR, DFARS, and other agency supplements, CPSR requirements.
  • Extensive hands‑on experience with Costpoint procurement module
  • Demonstrated ability to independently create, update, and formalize procurement and subcontracting policies, procedures, templates, and process documentation, including specific examples of documents they authored or led during CPSR preparation, audits, or process improvement initiatives.
  • Advanced skills in cost/price analysis and source selection justification.
  • Experience with small business subcontracting requirements and reporting.
  • Strong communication, negotiations, and cross‑functional collaboration skills.
  • Ability to lead process improvements without supervisory authority.

Preferred Qualifications:

  • CPSM, CFCM/CPCM, or similar professional certification.
  • Experience working in a mid‑to‑large government contractor environment.
  • Experience supporting R&D and IR&D programs, prototype development, or technical engineering projects
Global Comp: $147,000 - $180,000 This represents the typical compensation range for this position based on experience, location and other factors.
