We are seeking a highly experienced Senior Systems Analyst 3 to support the State of Texas Centralized Accounting and Payroll/Personnel System, CAPPS, Program. This is a senior-level consulting opportunity for an accomplished CAPPS Financials and PeopleSoft FSCM professional with deep expertise in Accounts Receivable, Billing, and Cash Receipts.
 
The selected consultant will join the Fiscal Management Statewide Fiscal Systems team and provide advanced functional and technical support for CAPPS, a mission-critical statewide ERP environment serving Texas government agencies.
 
This role requires extensive experience with PeopleSoft FSCM 9.2, CAPPS Financials, Texas statewide financial systems, production support, system configuration, batch processing, security, incident management, and cross-functional project delivery.
 
What You'll Do
As a senior subject matter expert, you will:
  • Serve as a functional SME for CAPPS Financials Accounts Receivable, Billing, and Cash Receipts.
  • Perform advanced system configuration, maintenance, production support, troubleshooting, and issue resolution.
  • Configure AR business units, customer master data, payment methods and terms, entry types, distribution codes, accounting rules, ChartField defaults, aging IDs, collection rules, item groups, write-offs, adjustments, and posting options.
  • Support Cash Receipts configuration, receipt processing, fee codes, reference types, and related functionality.
  • Manage integrations across Cash Receipts, Accounts Payable, Purchasing, Asset Management, Project Costing, and other financial modules.
  • Monitor CAPPS AR batch jobs, including schedules, execution, dependencies, failures, output validation, performance, documentation, and escalation.
  • Provide Level 2 Service Desk support, including advanced troubleshooting, complex ticket resolution, system configuration, and coordination with Tier 3 Managed Services teams.
  • Support Priority 1 and Priority 2 incidents through established Major Incident Management processes.
  • Gather and analyze requirements for system enhancements, break/fix initiatives, and new functionality.
  • Coordinate functional and user acceptance testing, regression testing, release management, patches, and upgrades.
  • Develop and review Functional Design Documents and implement functional configuration changes.
  • Support PeopleSoft delivered functionality, including Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
  • Work with PeopleSoft Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP Business Objects, PUM, Change Assistant, Fluid UI, Elasticsearch, and Search Framework.
  • Support PeopleSoft security and State of Texas multi-tenancy requirements.
  • Plan and coordinate statewide fiscal year-end activities, including scheduling, communication, reconciliation, verification, configuration, and maintenance.
  • Participate in Disaster Recovery exercises, system upgrades, SOC-1 audits, and other compliance initiatives.
  • Collaborate with policy teams, technical analysts, Managed Services vendors, and personnel across 100+ agencies.
  • Support project expansions, module implementations, legislative changes, federal mandates, and third-party integrations.
  • Provide structured cross-training, training, and ongoing support to junior analysts and agency personnel.
  • Prepare and deliver presentations to CAPPS User Groups, steering committees, and executive-level stakeholders.
  • Ensure digital products and content meet WCAG 2.1 accessibility requirements.
  • Perform work in accordance with ITIL principles, ITSM practices, security standards, policies, and established auditable processes.
 
Required Qualifications
Candidates must have extensive senior-level experience that includes:
  • 15 years of experience performing system configuration changes.
  • 12 years of knowledge and experience with applicable State of Texas policies.
  • 12 years of technical experience with tools such as Application Designer, Integration Broker, SQR, SQL, BI Publisher, and SAP Business Objects.
  • 12 years of experience with the Accounts Receivable/Billing non-core module of PeopleSoft FSCM 9.2.
  • 10 years of experience supporting CAPPS Financials within PeopleSoft FSCM 9.2.
  • 10 years of experience supporting and overseeing batch jobs.
  • 10 years of knowledge of security best practices, NIST standards, and multi-tenancy within a statewide ERP environment.
  • 10 years of Texas public-sector experience supporting a network of 30 or more Texas state government agencies.
  • 10 years of experience with strategic roadmaps, functional planning, and cross-functional communication.
  • 10 years of experience with PeopleSoft tools and functionality, including PUM, Fluid, and Elasticsearch.
  • 10 years of functional project management experience supporting the CAPPS Program.
  • 10 years of Tier 2 Service Desk experience supporting a large agency network in coordination with a Tier 3 Managed Services provider.
  • 10 years of experience supporting P1 and P2 incidents and Major Incident Management processes.
  • 10 years of experience participating in Disaster Recovery exercises.
  • 10 years of experience preparing and delivering executive-level presentations.
  • 10 years of experience developing requirements and analyzing, designing, developing, testing, and implementing components involving two or more of the following statewide systems: CAPPS, TINS, SPA, and USAS.
  • 10 years of experience planning and coordinating statewide fiscal year-end processes.
  • 8 years of experience supporting audits and open records requests.
  • 8 years of experience interpreting contractual requirements and holding vendors accountable to contractual obligations.
  • 8 years of experience preparing WCAG 2.1-compliant materials.
  • 8 years of experience with the PeopleSoft FSCM 9.2 General Ledger/Commitment Control module.
  • 8 years of experience with the PeopleSoft FSCM 9.2 Asset Management module.
  • 5 years of CAPPS Financials Accounts Receivable/Billing experience.
  • 5 years of CAPPS Financials Cash Receipts experience.
  • 3 years of knowledge and experience with ITIL principles and ITSM/ITAM practices.
 
Preferred Experience

Professional Training Requirement
The selected consultant will be required to complete a minimum of 10 hours of relevant professional training annually. Training must be completed on personal time and at the consultant's or vendor's expense.
