Description:
This is a professional and technical position involved in systems analysis, evaluation, design, programming, implementation, and support of the Citys application systems. I.T. positions report to the Systems Support Supervisor or Systems Implementation Manager and Electric position reports to the Deputy Director of Electric, Police position reports to the Director, Police Information Systems.

Education and Experience:
Graduation from an accredited 4-year college or university with major coursework in Information Technology and Business or related field required. Minimum of 7 years of paid experience of a progressively responsible nature in Application Systems Development/Support and Database Management. An equivalent combination of training and professional experience may substitute for educational requirements.
Required Certificates, Licenses, Registrations:
Must possess and maintain a valid Florida Operator Drivers License with an acceptable driving record. Supplemental Information
Communication Skills:
Ability to read, analyze, and understand general business/company related articles and professional journals; Ability to speak effectively before groups of customers or employees. Ability to write reports, business correspondence, and policy/procedure manuals; Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.
Critical Thinking Skills:
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Supervision Received:
Under general direction, working from policies and general directives. Rarely refers specific cases to supervisor unless clarification or interpretation of the organizations policy is required.
Planning:
Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work, in addition, the work operations of a group of employees, all performing basically the same type of work.
Decision Making:
Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance, either of which would affect the work operations of medium organizational component and the organizations clientele.

Probable errors would normally not be detected in succeeding operations and may have serious effects in relationships with patrons and/or with the operations of other segments of the organization. Frequent possibilities of error would exist at all times, since the above mentioned areas are inherent in the job.

Regular contacts with patrons, either within the office or in the field. May also involve occasional self-initiated contacts to patrons. Lack of tact and judgment may result in a limited type of problem for the organization.

Contacts with other departments or offices and also frequently with individuals in middle level positions; consulting on problems which necessitate judgment and tact in presentation to obtain cooperation or approval of action to be taken. Also, important contacts with associates as required in advanced supervisory jobs, plus frequent contact with senior level internal officials.

Additional Software Skills:
Must have knowledge of application programming languages and/or system development tools relevant to the IT area supported which includes one or more of the following: SQL Scripting, Microsoft SSRS and SSIS, Tableau, and ESRI. Must have experience in relational database design and management with one or more of the following Database Management Systems: MS SQL-Server, Oracle, MS Access. Must be able to utilize Microsoft Office applications and integrate with other application systems. Must have experience with ad-hoc reporting tools, and Microsoft SQL Server Report Builder. Must have the ability to analyze and interpret data and solve problems. Must be able to read and comprehend technical and business material to stay abreast of technology trends and changes.
