About this role:

The STCR in the Tax Processing and Accounting Division's (TPAD) Contribution Adjustment Section (CAS), serves as the Group Lead and assists the Tax Administrator I (TA I) in planning, organizing, and directing the activities relating to the workloads in CAS. Our Section performs critical functions in processing employer tax payments, returns, adjustments, overpayment, and non-audit related petitions and hearings. We are looking for an individual to lead the Contribution Adjustment Group (CAG) 5. The incumbent will be responsible for overseeing CAS workloads and functions, drafting policy and procedures, tracking staff progress, developing and providing training, developing and maintaining reports, conducting system testing, special projects and providing administrative support to the section.

Additionally, the STCR acts as the procedural advisor and attends meetings as the Group's representative. As Group Lead, the STCR prepares and maintains accurate inventory and production reports for the Group and runs daily and weekly reports to assist the TA I in the workload management process.

The successful candidate will have the special combination of excellent leadership, analytical, communication, interpersonal, and coaching and mentoring skills. In addition, they will possess knowledge of the automated systems used in TPAD, have experience and the ability to work independently or as part of a team, demonstrate a high level of performance, and ensure goals and timeliness are met. The incumbent should be inquisitive and willing to step outside of the box.

This position is in the heart of downtown Sacramento and may be eligible for telework under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

The office is within walking distance of Light Rail, farmer's markets during the summer months, the Golden 1 Center, and an eclectic collection of retailers, restaurants, and entertainment venues.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Your SOQ is your opportunity to demonstrate how your experience applying tax laws, analyzing complex workload issues, and leading staff has prepared you for the Senior Tax Compliance Representative (STCR) position in the Contribution Adjustment Section (CAS).

SOQ Questions:

  1. Describe a complex situation in which you applied the California Unemployment Insurance Code (CUIC) to make a compliance or enforcement decision. Explain the CUIC sections or policy requirements you interpreted, the issue you faced, how you applied the law, and the impact of your decision.

  2. Provide an example of a difficult tax compliance issue you investigated. Describe the complexity of the issue, how you analyzed the account or case, the steps you took to resolve it, and the outcome of your investigation.

  3. Discuss a situation where you led a team or guided coworkers through a significant workload challenge, policy change, or project. Include your leadership role, how you supported or directed staff, the actions you took, and the results achieved.

General Guidelines:

  • Use detailed, concrete examples rather than general statements.
  • Clearly explain your thought process, decision making, and problem-solving methods.
  • Highlight outcomes, improvements, or measurable results when possible.
  • Focus on experiences that demonstrate readiness for STCR responsibilities.
  • Ensure your SOQ is well organized, professionally written, and concise.

Background Investigation Requirement

The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.

The department will make an individualized assessment of whether the conviction history has a direct or adverse relationship with the specific duties of the job and the work performed by the department. The department will consider potential mitigating factors, including, but not limited to, evidence and extent of rehabilitation, recency, nature and seriousness, and age at the time of the offense(s).

The investigation will consist of completion of a personal history statement and fingerprinting checks with the Federal Bureau of Investigation, Department of Justice, and/or local law enforcement agencies. Anyone failing to pass the background investigation will be provided information on how to appeal the process. A criminal conviction may not result in an automatic determination of "Not Qualified."
