Minimum Qualifications

Completion of 60 semester credits and two years of advanced clerical experience to include customer service and personal computers experience is required; OR high school diploma or GED and one year of experience as a Tax Records Specialist is required. Additional experience may substitute for the required education on a year-for-year basis.

Recruitment Notes

This is an advanced specialized clerical and public contact work involving the processing of various Florida state licenses, titles, registrations, and related records. Employees in this role are responsible for reviewing and assisting subordinate tax collection clerks with their work and performing duties related to complex transactions. The work includes training and guiding subordinate specialized and clerical staff, as well as handling, balancing, and processing difficult or unusual tax collection transactions. Duties require applying some independent judgment to solve more complex work problems. This position differs from the Tax Record Specialist classification in that incumbents perform more advanced tax collection tasks and exercise some supervisory responsibilities. An administrative supervisor reviews work during the process and upon completion to ensure satisfactory performance of assigned duties.

This position is responsible for training, guiding, and assisting subordinate tax collection clerks in the processing of motor vehicle, vessel, and tax collection transactions, including the validation and cashiering of transactions, issuance and transfer of decals, tags, registrations, title corrections, and the issuance of sport licenses and permits. Duties include receiving, counting, verifying, adjusting, and reporting cash and checks submitted for taxes, registrations, and other related transactions, as well as balancing cash and negotiable instruments against computerized transaction records. The incumbent supervises and reviews the work of clerical staff to ensure accuracy and compliance with established procedures and oversees the proper assembly and transfer of records and documents to the appropriate State of Florida departments. Additional responsibilities include providing guidance to private auto tag agency owners and staff on complex or unusual transactions, assisting the public by explaining applicable Florida Statutes, state regulations, and county procedures, and helping develop and conduct training seminars for private auto tag agencies and automobile and boat dealer employees. Related duties are performed as required.

The position requires considerable knowledge of Florida Statutes, state rules, and regulations governing motor vehicles, vessels, and tax collection, as well as expertise in handling complex and non-routine tax collection transactions. The incumbent must possess a strong understanding of office equipment, record-keeping procedures, and processing requirements for complex title transfers. Knowledge of accounting principles, public relations practices, and customer service techniques is also essential. Successful performance requires the ability to plan, organize, supervise, and review the work of clerical staff; communicate effectively both verbally and in writing; interact professionally with the public in person and by telephone; and demonstrate proficiency in the operation of data entry and related office equipment.
