Location: Harrisburg, PA Hybrid

Contract

We are seeking a Senior Technical Business Lead to bridge business needs and technical solutions for PEMA/OSFC application development teams.

Key Responsibilities:

• Coordinate development team stand-ups and project activities.
• Partner with business and technical teams to identify and resolve IT solutions.
• Support Incident and Change Management.
• Manage application inventory, documentation, and portfolio support.
• Review business requirements and assist with development estimates.
• Provide project status updates and support modernization initiatives.
• Help evaluate and adopt COTS solutions.

Required Skills:

• 5+ years of DevOps experience.
• 5+ years with Scrum/Agile/Iterative/Waterfall methodologies.
• 5+ years in IT Project Management.
• 5+ years in problem-solving, analytical, and client communication skills.
• 2+ years of ITSM experience with Remedy and/or ServiceNow.
• Strong understanding of application development lifecycle.
• Excellent communication, presentation, and stakeholder management skills.
• Ability to work with both technical and non-technical teams.
• Experience with modernization projects.
• Understanding of security and accessibility requirements.

Preferred: Experience working with government/public-sector applications.
