Position Overview

DCCM is seeking a highly experienced Senior Technical Lead Engineer – Site & Land Development to provide technical leadership and subject-matter expertise for complex civil engineering projects throughout Northeast Florida.

This is a senior technical leadership position designed for an accomplished civil engineer who wants to influence project quality, mentor engineering teams, and solve challenging design problems without necessarily carrying the full administrative responsibilities of a traditional Project Manager.

The Senior Technical Lead will serve as a trusted advisor to Project Managers, engineers, designers, and clients. This individual will oversee complex designs, establish technical standards, lead quality reviews, resolve critical engineering challenges, and help ensure that projects are compliant, constructible, cost-effective, and aligned with client objectives.

DCCM’s St. Augustine office was established in 2005 and serves as a strategic hub for projects throughout St. Johns, Duval, Flagler, Putnam, and surrounding counties. Key Responsibilities

Technical Leadership and Design Excellence

  • Serve as the senior technical authority for complex site and land-development projects.

  • Lead or oversee engineering design involving:

    • Site planning and layout

    • Grading and earthwork

    • Stormwater management and drainage

    • Roadway geometry and access improvements

    • Potable water, wastewater, and reclaimed-water utilities

    • Utility coordination

    • Erosion and sediment control

    • Construction plans and technical specifications

  • Perform and review engineering calculations, technical analyses, reports, specifications, and design documents.

  • Resolve complex design challenges and provide clear, technically sound recommendations.

  • Establish appropriate engineering criteria and design approaches at the beginning of each project.

  • Ensure designs comply with applicable local, state, and federal requirements.

  • Evaluate alternative solutions based on constructability, cost, permitting risk, schedule, and long-term performance.

  • Help project teams balance technical excellence with client budgets, schedules, and development objectives.

Project and Technical Support

  • Partner with Project Managers to establish project scope, design criteria, technical requirements, deliverables, and quality-control procedures.

  • Provide technical guidance during feasibility, due diligence, conceptual planning, final design, permitting, and construction.

  • Support Project Managers in identifying technical risks and establishing practical mitigation strategies.

  • Participate in project kickoff meetings, milestone reviews, design workshops, and coordination meetings.

  • Review project deliverables at critical stages to confirm technical completeness and readiness for submission.

  • Assist with technical scope development, level-of-effort estimates, project schedules, and consultant coordination.

  • Support multiple project teams or offices based on workload and technical needs.

Quality Assurance and Risk Management

  • Lead internal quality assurance and quality control reviews for complex civil engineering projects.

  • Review drawings, calculations, reports, specifications, and permit applications for accuracy, consistency, and completeness.

  • Confirm that appropriate review comments are resolved before deliverables are issued.

  • Identify design, permitting, coordination, and constructability risks early in the project lifecycle.

  • Work with Project Managers and design teams to resolve deficiencies and reduce exposure to redesign, change orders, delays, and claims.

  • Promote compliance with DCCM’s technical standards, documentation procedures, and professional-practice requirements.

  • Help develop standardized checklists, calculations, details, templates, and design workflows.

  • Contribute to continuous improvement initiatives that increase quality, consistency, and efficiency across the practice.

Permitting and Regulatory Coordination

  • Provide technical leadership through zoning, entitlement, permitting, and agency-approval processes.

  • Support coordination with local municipalities, counties, utility providers, and regulatory agencies.

  • Maintain strong working knowledge of requirements associated with:

    • St. Johns County

    • Duval County

    • Flagler County

    • Putnam County

    • City of St. Augustine

    • City of Jacksonville

    • Florida Department of Environmental Protection

    • St. Johns River Water Management District

    • Florida Department of Transportation

    • Local utilities and reviewing agencies

  • Assist teams in responding to agency comments, technical questions, and requests for additional information.

  • Participate in meetings with regulatory officials when complex technical matters require senior-level involvement.

  • Remain current on changing development codes, stormwater criteria, environmental requirements, utility standards, and engineering practices.

Mentorship and Team Development

  • Mentor Project Managers, Project Engineers, design engineers, and technical staff.

  • Provide practical instruction on civil design, calculations, plan preparation, permitting, constructability, and engineering judgment.

  • Review work constructively and help team members understand both the required correction and the engineering principles behind it.

  • Support technical training, lunch-and-learn programs, design workshops, and knowledge-sharing initiatives.

  • Help develop emerging technical leaders and strengthen succession planning within the engineering practice.

  • Promote a collaborative environment centered on quality, accountability, professional development, and sound engineering judgment.

Client and Stakeholder Collaboration

  • Participate in technical discussions with developers, municipalities, architects, contractors, attorneys, and regulatory agencies.

  • Present technical concepts and recommendations clearly to both technical and nontechnical audiences.

  • Support Project Managers during client presentations, design reviews, public meetings, and jurisdictional discussions.

  • Help resolve complex client or agency concerns involving design feasibility, drainage, utilities, grading, access, or constructability.

  • Build credibility with clients by providing responsive, practical, and defensible engineering solutions.

  • Represent DCCM as a senior technical resource within the Northeast Florida development community.

Construction and Field Support

  • Provide senior technical support during bidding and construction.

  • Review shop drawings, requests for information, substitutions, field conditions, and proposed design modifications.

  • Collaborate with contractors and construction teams to resolve issues while maintaining design intent and regulatory compliance.

  • Evaluate constructability during design to reduce conflicts, delays, and unnecessary costs.

  • Participate in site visits and field evaluations when senior engineering judgment is required.

  • Support the preparation and review of record drawings, certifications, and project closeout documentation.

Business and Practice Contributions

  • Contribute technical expertise to proposals, qualifications packages, project interviews, and pursuit strategies.

  • Assist with defining technical approaches, project risks, staffing requirements, and levels of effort.

  • Support the development of client relationships through technical credibility and responsive service.

  • Participate in professional organizations, industry events, and community activities when appropriate.

  • Evaluate emerging software, design methods, and industry practices that could improve project delivery.

  • Help strengthen consistency and collaboration across DCCM’s land-development teams and offices.

Required Qualifications

  • Bachelor’s degree in Civil Engineering or a closely related engineering discipline.

  • Active Professional Engineer license.

  • Ability to obtain or maintain Florida PE licensure.

  • Ten or more years of progressively responsible civil engineering experience focused on site and land development.

  • Demonstrated experience leading the technical design and review of complex civil engineering projects.

  • Advanced knowledge of grading, drainage, stormwater management, roadway design, utility infrastructure, erosion control, and site-development practices.

  • Experience preparing or reviewing engineering plans, calculations, reports, specifications, and permit applications.

  • Strong knowledge of local, state, and federal permitting requirements and civil engineering standards.

  • Proficiency with AutoCAD Civil 3D and related engineering design tools.

  • Strong understanding of construction methods, materials, sequencing, and constructability.

  • Excellent technical communication, problem-solving, collaboration, and organizational skills.

  • Ability to provide leadership and guidance across multiple projects and technical teams.

Preferred Qualifications

  • Fifteen or more years of site and land-development engineering experience.

  • Florida Professional Engineer license with additional state licenses.

  • Extensive knowledge of Northeast Florida permitting requirements, development codes, and regulatory agencies.

  • Established technical experience in St. Johns County and the surrounding Northeast Florida market.

  • Experience serving as Engineer of Record or senior technical reviewer for complex land-development projects.

  • Experience supporting residential master-planned communities, commercial developments, mixed-use projects, institutional facilities, or municipal infrastructure.

  • Demonstrated experience mentoring engineers and developing technical standards.

  • Experience leading formal QA/QC programs or independent technical reviews.

  • Working relationships with municipalities, utilities, developers, architects, contractors, and regulatory agencies in Northeast Florida.

  • Experience supporting multiple teams, departments, or office locations in a regional technical leadership capacity.

The recommended base salary range for this position is $125,000–$175,000+, with final compensation determined by qualifications and overall role alignment.
