Entra Core Services seeks a Senior Technical Program Manager to drive complex programs for capacity management in support of our global Microsoft Entra Services. The successful candidate will be chartered with delivering critical outcomes for the business units that span 70+ service engineering teams.

Capacity management is a central function that partners closely with Microsoft Entra service engineering teams, datacenter Capacity Supply Chain & Provisioning, COGS management, as well as the core services' buildout and automation teams. Programs you own improve our engineering processes you will make it better to be an engineer at Microsoft Entra. You will make it more efficient to operate hyperscale infrastructure running on millions of cloud instances globally.

We are looking for a well-rounded capacity planning program manager with strong partner management skills, supply chain knowledge, and the ability to meet our service engineering objectives while optimizing efficiency to ensure that the right capacity is available in the right place at the right time.

Responsibilities

  • Lead and drive complex, cross-organizational capacity management programs supporting Microsoft Entra services across 150+ service engineering teams.
  • Develop and execute capacity planning strategies to ensure infrastructure availability aligns with service growth, reliability, and engineering requirements.
  • Partner closely with service engineering teams, Datacenter Capacity Supply Chain & Provisioning, buildout teams, automation teams, and finance stakeholders to coordinate capacity delivery and optimize resource utilization.
  • Manage the end-to-end capacity lifecycle, including forecasting demand, securing supply, tracking deployment readiness, and mitigating capacity risks.
  • Optimize infrastructure efficiency across hyperscale cloud environments operating millions of compute instances globally, balancing service requirements with cost and utilization objectives.
  • Drive data-driven decision making through capacity analysis, forecasting models, and operational insights to support strategic planning and investment decisions.
  • Establish cross-functional relationships and influence stakeholders to deliver capacity outcomes that meet service-level commitments and business priorities.
  • Identify and implement automation, process improvements, and operational best practices that increase scalability and improve the efficiency of capacity management operations.

Qualifications

Required/minimum qualifications

  • Bachelors Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development

  • OR equivalent experience.

  • 2+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or preferred qualifications

  • Bachelors Degree AND 8+ years experience engineering, product/technical program management, data analysis, or product development

  • OR equivalent experience.

  • 6+ years of experience managing cross-functional and/or cross-team projects.

  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).

  • Proven ability to drive complex programs across functions/teams to track against business objectives and key results.

  • Excellence in strategic thinking, leadership, communication, and interpersonal skills.

  • Leads standardization of processes, tools, and drives continuous improvement to optimize productivity.

  • Acts as a technical advisor to educate and evangelize the group of services/features they work on with customers, soliciting feedback and understanding their experiences.

  • With minimal guidance, utilizes direction and strategy from leadership to execute plans that shift current priorities to new organizational initiatives and objectives, and influences others to change behavior accordingly.

  • Ability to dive deep into data to identify irregularities, miscommunications across teams and other potential problems or blockers to program success.

  • Solid analytics and critical thinking accompanied with data modeling skills (PowerBI/Excel).

  • Possess technical acumen and an ability to translate what is really needed into clear requirements.

  • Professional experience working in business and operational roles and contributing to a portfolio of programs including the project plan, timelines, milestones, financial management, performance metrics and/or resources needs for the programs.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
