    Summary

    The Trade Operations Manager will serve as a key leader within Arrow's Global Logistics organization, responsible for the execution and governance of trade compliance programs, tariff mitigation strategies, duty optimization initiatives, and transportation operations. This role bridges regulatory expertise with operational execution, ensuring that Arrow's cross-border activities remain compliant, cost-effective, and aligned with enterprise objectives.

    Reporting to the VP of Global Transportation and Trade, this position partners closely with Assets, Sales, Finance, Legal Trade Compliance, IT, Supply Chain, and regional and Global Operations teams to drive consistency, accountability, and continuous improvement across Arrow's global trade portfolio.

    The Impact You'll Make

    You will enable Arrow's Global Trade Operations organization to operate with clarity, discipline, and consistency by driving execution of complex trade programs and initiatives - from tariff mitigation and duty drawback recovery to freight optimization and broker performance management. Through strong program leadership and cross-functional coordination, you will help ensure compliance with global trade regulations while translating regulatory priorities into actionable plans that protect margin, reduce risk, and support business growth.

    What You Will Be Doing:

    Trade Program Management & Execution
    • Lead and coordinate global trade programs ensuring compliance with import, export, customs, and trade regulations while supporting Arrow's business objectives
    • Own and manage the Global Trade Operations - aligning priorities, sequencing initiatives, and managing interdependencies across compliance, automation, and regional and global activities
    • Establish and maintain a disciplined operating cadence including regular status reviews, action tracking, dependency management, and risk escalation
    • Translate regulatory strategy, policy changes, and leadership direction into actionable program plans with clear milestones and sustained follow-through
    Tariff Mitigation & Duty Optimization
    • Develop and execute strategies to mitigate tariff exposure, including utilization of free trade agreements (FTAs), HTS reclassification opportunities, and first sale valuation analysis
    • Lead and coordinate IEEPA and Section 301/232 tariff recovery efforts, including CBP protest filings, entry audits via ACE, and liquidation monitoring within statutory windows
    • Oversee and expand Arrow's Duty Drawback program - including manufacturing, unused merchandise, and rejected merchandise drawback claims - and build in-house expertise to scale the program as a potential value-added service for customers
    • Familiarity with FTZ operations, IMMEX/maquiladora programs, and reconciliation mechanisms used to optimize duty liability in complex supply chains
    • Support IMMEX program compliance and cross-border Mexico operations, including regularization of open pedimentos, SAT audit readiness, and coordination with maquiladora partners
    Transportation & Logistics Collaboration
    • Collaborate with the Transportation team to align trade compliance requirements with inbound and outbound freight strategy across parcel, LTL, FTL, air freight, and ocean modes - ensuring cost, speed, and service-level considerations are reflected in trade program planning
    • Manage customs broker performance governance, including joint KPI reviews, corrective action plans, and RFP processes where trade compliance requirements intersect with carrier and broker selection
    • Work closely with Transportation and Supply Chain teams to ensure trade compliance requirements are embedded in inbound and outbound routing guides, vendor compliance programs, and freight payment and audit processes
    • Serve as the trade compliance resource for Transportation on Incoterms application - advising on risk allocation for cross-border shipments and ensuring terms are correctly reflected in commercial documents, vendor agreements, and customer contracts
    Cross-Functional Influence & Executive Communication
    • Serve as a strategic partner to global business leadership - providing Chief-of-Staff-style support, preparing executive-ready dashboards, decision summaries, and leadership read-outs
    • Act as the central integration point across the enterprise, enablement, digital transformation, and regional teams to ensure consistent communication and execution of organizational priorities
    • Support change management and adoption of new business processes, systems, or policies by coordinating communications and tracking implementation progress
    • Identify program risks and gaps, develop mitigation strategies, and proactively surface issues requiring leadership attention
    People Leadership & Team Development
    • Lead, manage, and develop a team of approximately 30 trade and logistics professionals, with 5 direct reports spanning compliance, customs brokerage, transportation, and regional operations
    • Set clear performance expectations, conduct regular 1:1s, and deliver timely, constructive feedback to direct reports; drive individual development plans that build long-term bench strength across the trade function
    • Foster a team culture grounded in accountability, continuous learning, and operational excellence, with particular emphasis on compliance discipline and cross-functional collaboration
    • Partner with HR on talent acquisition, succession planning, and performance management to ensure the team is staffed and structured to meet Arrow's evolving trade operations needs
    What We Are Looking For:

    Customs & Trade Compliance
    • Ability to understand global trade and regulatory requirements at a level sufficient to translate policy and regulatory intent into executable program plans
    • Sound judgment in identifying, escalating, and mitigating program and compliance risks across import, export, sanctions, and country-of-origin requirements
    • Experience with CBP ACE system, entry audits, and post-entry amendment or protest procedures
    Tariff Mitigation & Duty Recovery Expertise
    • Working knowledge of Section 301, Section 232, and IEEPA tariff structures and experience developing or executing mitigation strategies such as FTA utilization, CBP protests, and HTS engineering
    • Hands-on experience with Duty Drawback program management - including claim types, record-keeping requirements, and coordination with licensed drawback specialists or filers
    • Familiarity with FTZ operations, IMMEX/maquiladora programs, and reconciliation mechanisms used to optimize duty liability in complex supply chains
    Transportation & Logistics Fluency
    • Sufficient understanding of transportation modes, freight cost drivers, and logistics service provider dynamics to collaborate effectively with a dedicated Transportation team and advocate for trade compliance requirements in cross-functional decisions
    • Working knowledge of Incoterms application, freight payment and audit processes, and broker management practices in a multi-modal, global distribution environment
    • Familiarity with customs brokerage workflows, import documentation requirements, and customs entry types (formal, informal, FTZ, TIB, etc.)
    Trade Operations Leadership
    • Demonstrated ability to plan, coordinate, and drive multiple concurrent projects, managing dependencies, risks, and priorities across a global trade operations environment
    • Strong discipline in establishing cadence, tracking commitments, and ensuring sustained follow-through in a matrixed, cross-functional environment
    Executive Communication & Leadership Enablement
    • Skilled at supporting senior leaders through prioritization, synthesis, and structured execution support
    • Ability to distill complex regulatory and operational information into clear, executive-ready communications, including dashboards, summaries, and decision materials
    People Leadership & Team Management
    • Proven ability to lead, develop, and retain a team of approximately 30 trade and logistics professionals, including 5 direct reports spanning compliance, customs, transportation, and regional operations functions
