Job Summary

The Transportation Department is looking for a Senior Transportation Engineer to join the Citys team of highly experienced transportation professionals in the Right of Way division. Bellevue is recognized for its many advancements in transportation approaches and technologies. We are excited to provide an opportunity for an enthusiastic engineer to join our team.In this role, the Senior Engineer is responsible for producing professional-level engineering work supporting the management, coordination, and regulation of construction and utility activities within the public right-of-way. This position is responsible for reviewing complex and sensitive plans for public works, private development, and franchise utility projects to ensure compliance with city standards, policies, and transportation safety requirements.

The Senior Engineer serves as the subject matter expert for code and procedure development related to right-of-way management, leading cross-disciplinary teams in the advancement of new and improved processes. This position is responsible for providing technical expertise and leadership in establishing right-of-way conditions, interpreting regulations, and coordinating construction activities to minimize community impacts, while facilitating collaboration among internal departments, external agencies, developers, and the public.

Additional responsibilities include serving as a lead on the Right of Way Review Team and directing engineering work related to construction and other uses within the public right-of-way. The position ensures compliance with applicable codes, standards, and procedures, and may serve as a project lead on complex projects delivered by external agencies. The Senior Engineer also mentors and supports the professional development of engineers, engineering technicians, interns, and consultants, and may lead or supervise the work of assigned staff.

Essential Duties and Responsibilities

  • Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:
  • Leads teams of internal and external stakeholders to develop/update codes, policies, procedures, and standards.
  • Consistently interprets and applies standards, guidelines, and policies to decision-making during the construction of public works projects, franchise utility work, and private development.
  • Reviews complex and/or sensitive plans for work done within or impacting the public right of way, ensuring plans have adequate and accurate information for establishing conditions for use of the right of way, minimizing impacts to infrastructure and users of the transportation system.
  • Works with inspectors to ensure city code, policies, and practices are followed during construction.
  • Ensures temporary traffic control plans are established per the Manual of Uniform Traffic Control Devices and other guiding documents, guiding other team member in their review of the plans.
  • Communicates clear conditions (orally and in writing) for use and restoration of the right of way.
  • Oversees the review and determination of lane and/or road closures for construction activities.
  • Establishes conditions for alternate routes, times, and durations of closures, other traffic impacts, and public notification of major development and road improvement projects.
  • Partners with internal design and inspection staff to facilitate project constructability, coordinate construction activities, reduce delays (traffic and project schedule) and minimize public impact.
  • Coordinates closely with traffic operations engineers and police to help ensure the transportation system will adapt to construction impacts.
  • Consults trench restoration requirements, the city's GIS, utility standards, and other sources to determine routing of, and restoration for, utility installations.
  • Negotiates and mediates with private (franchise) utilities for implementation of joint trenching to moderate expense and minimize impacts of utility installations.
  • Consistently interprets and applies standards, guidelines, and policies to decision-making.
  • Prepares and/or coordinates official city responses to the media and other agencies.
  • Coordinates and participates in public involvement programs as needed.
  • Effectively and efficiently communicates with others regarding work in the right of way.
  • Conducts field reviews of sites/conditions as needed using a company vehicle.
  • Works with other departments to improve overall customer service and streamline processes.
  • Researches city/county records as needed prior to establishing permit conditions.
  • Serves as spokesperson and facilitator in project meetings and presentations that include city officials, other jurisdictions or organizations, and the general public.

Supervision Received and Exercised:

  • Works under the general supervision of the Right of Way Manager.
  • May supervise or lead the work of other engineering staff, interns, and/or consultants.

Qualifications

Knowledge, Skills, and Abilities:

  • Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.
  • Thorough knowledge of applicable city policies, laws, and regulations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work with the media and the public.
  • Ability to present technical information and communicate effectively with individuals and groups varying in age, language, culture, education level and technical knowledge.
  • Ability to apply sound engineering judgment in stressful situations to develop recommendations and make decisions under tight deadlines.
  • Ability to design and review temporary traffic control plans.
  • Ability to anticipate potential problems during construction based on design and field conditions.
  • Good understanding of liability issues as they relate to use of the public rights of way.
  • Ability to negotiate effectively.

Education and Experience Requirements:

  • Graduation from an accredited four-year college or university with a degree in civil engineering or other closely related field.
  • Washington State Professional Engineer license is required.
  • Five or more years of professional related experience in transportation or traffic engineering.
  • Experience working on development of codes and standards in a municipal setting is preferred.
  • An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.
  • Traffic Control Supervisor certification preferred.
  • Valid WA State drivers license or ability to acquire within three months of employment; regular driving is an essential function of the job.

FLEXIBLE/HYBRID WORKING

A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the departments operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
