Job Description and Duties Under the general direction of the D10 Engineering Services Office Chief, the incumbent will assist the District 10 Project Development (PJD) Office Chiefs and PJD Deputy District Director in:
The incumbent will assist in developing and maintaining project priority lists for the various functional units within D10 PJD Division.
The incumbent will lead, coordinate, facilitate, and be responsible for administering the Design Architectural and Engineering (A&E) Program, the Value Analysis Program, Pacific Gas and Electric (PG&E) and other permit-related activities, Computer-Aided Drafting and Design (CADD) support, Building Information Modeling for Infrastructure (BIM4I) support, equipment coordination, the rotation program, hiring, purchasing, and other ad-hoc assignments or activities as needed.

Working Conditions Position located at 1976 E Dr Martin Luther King Jr Blvd, Stockton, San Joaquin County.

The incumbent will primarily work in a climate-controlled office environment, typically within a cubicle or workstation, under natural and artificial lighting. They are responsible for maintaining a clean and organized work area, ensuring project files are accessible, and monitoring staff conduct and noise levels to avoid disrupting work. The incumbent may be required to travel on one-day or overnight trips as needed.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltranss evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employees designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements This position requires a valid Professional Engineer (PE) License issued by the California Board of Registration for Professional Engineers for appointment. Possession of a valid drivers license is required when operating a state owned or leased vehicle. Occasional travel may be required. Statement of Qualification (SOQ) is required.
The Statement of Qualifications (SOQ) serves as documentation of each applicants ability to present information clearly and concisely in writing. How did your communication style help build consensus, resolve conflict, or support decision-making within a project development or engineering services context?
3) Explain your experience with workload/resource analysis, budget monitoring, and project scheduling in a Caltrans or similar environment. What tools, systems, or methodologies have you used to support data-driven decision-making and ensure alignment with organizational priorities?
4) Discuss a time when you collaborated across functional units or with external partners (e.g., utility companies, consultants, or local agencies) to support project delivery or program implementation. What was your role, and how did your teamwork contribute to a successful outcome?
5) Describe a time when you introduced a new process, tool, or approach that improved efficiency, quality, or collaboration in a project development or engineering support setting. What was the impact?
