Job Purpose: The Senior Voltage Control and Reactive Power Systems Specialist would be accountable for developing, implementing, and managing category strategies for a specific category of assigned materials or equipment to optimize the efficiencies of sourcing and servicing business requirements. The Senior Voltage Control and Reactive Power Systems Specialist will influence key stakeholders in planning for procurement requirements, engaging with the market, lead the inventory methodology application, and advise the business on best practice approach for specific materials based on robust market knowledge. This role will communicate and influence key stakeholders in Network Portfolio, Network Planning, Asset Strategies, Engineering, Materials Procurement, Network Operation and Maintenance, Project Execution Teams, External Consultants, engaging with the market, OEMs and manufacturers, and advise the Business on best practice approaches for the successful planning, procurement and execution of the Voltage-Reactive Power Systems and Power Quality aspects of the Project. Key Position Accountabilities: Advice in planning, identify, optimize, develop, standardize, deploy and maintain the strategies for voltage control, reactive power management and power quality requirements. Be the primary interface to communicate the key requirements of voltage control, reactive power management and power quality for the business needs with OEMs, External Consultants, Materials Procurement, Network Portfolio, Network Planning, Asset Strategies, Engineering, Project Teams, Network Operation and Maintenance. Identify and develop strategies to mitigate/control risks associated with the voltage control, reactive power management and power quality aspects, including Low-Frequency Oscillations (LFO) of Voltages between Voltage-Reactive Power Systems and Inverter-Based Generators (e.g. Solar, Wind Plant) that can lead to voltage instability for the network, and effectively communicate the issues and solutions to Leaders and Stakeholders across the Business. Work with Planning to understand planning, design, equipment size and rating and be the lead, approve and responsible for the procurement, interface design, factory witness testing, site energization and network performance testing for the voltage control, reactive power management and power quality systems to ensure they are suitable for the network. Be the lead, approve and responsible for execution, integration and delivery of the voltage control, reactive power management and power quality strategies and solutions to mitigate voltage instability and power quality risks for the network. Participate in network planning and modelling workshops (network, generation and loads) with consultants and key technical stakeholders to determine the optimal solutions, including equipment size, design parameters, ratings, functions and performance, for voltage control, reactive power management and power quality schemes. Be the lead and responsible for the development and execution of solutions and implementation strategies to standardize the Voltage-Reactive Power Systems and Power Quality solutions, including running workshops and meetings with OEMs, consultants and key stakeholders across the Business. Provide specialist advice and strategies for voltage control, reactive power management and power quality requirements to leaders and stakeholders in the Business. Conduct technical workshops, meetings, project design integration, and project execution and provide specialist advice/recommendations to OEMs, Project Teams and stakeholders. Utilize technical engineering, project management skills and SME knowledge relating to voltage control, reactive power management and power quality solutions and practical applications to provide recommendations and guidance to the Business to optimize the solutions, use, operation, and sourcing of required equipment. Be the lead and responsible for investigating defects, failures and upgrades of Voltage-Reactive Power Systems and Power Quality plant, including implementing and coordinating plant defect rectification and upgrades. Provide technical recommendations, guidance and/or technical documentation on any required aspects of Voltage-Reactive Power Systems, Power Quality equipment and materials, including emergency plant replacement in the network, site installation, pre-commissioning and vendor release. Provide technical support to the Business to ensure the application of best practice processes concerning spare inventory management, maintenance, testing, recovery, reuse, and plant/material sales. Consolidate and optimism processes, solutions, products and vendors, ensuring strategies align with business goals based on the optimum balance of risk, performance and cost. Strategies will be regularly reviewed and address both immediate and long-term business requirements, resourcing and supply chain risks. Conduct regular meetings with equipment suppliers, conduct factory inspections and assess OEM capability, manufacturers' production capacity and resources to develop the best practice sourcing strategies for voltage- reactive power systems and power quality equipment. Develop and own best for business inventory strategies for voltage, reactive power and power quality plant materials and equipment utilizing our Inventory Strategy Framework to determine the application of JIC or JIT philosophy practices. Cultivate relationships with key suppliers and stakeholders across the Business, applying the Supplier Relationship Management framework to identify and quantify value-adding opportunities and supplier performance. Utilize the SRM tool (to be defined) to ensure current SRM data is captured, maintained and readily accessible. Cultivate relationships with key cross-functional organizational stakeholders, developing partnerships that will support network planning, engineering, operation and maintenance, and supply chain delivery in both technical and commercial aspects. Manage all applicable vendor approvals and factory audits as applicable to equipment within the Voltage-Reactive Power Systems and Power Quality Plant category, including the execution of supplier factory audits, Design Reviews, Factory Acceptance Testing, Site Acceptance Testing, other vendor approvals, and the review and approval of Factory Acceptance Test reports. Pursue opportunities to optimize contractual outcomes by actively driving contract deliverables, participating in tendering and contract planning, determining requirements, engagement with customer groups and Project Managers. Maintaining an awareness of changes to Acts, Regulations and Codes affecting areas of responsibility, as well as global trends in areas of expertise through interaction with External Consultants, Project Execution Teams, Design Standards and Asset Investigations Teams, suppliers and other utilities. Position Requirements - Essential Qualifications and Licenses: Bachelor's degree in Electrical Engineering. Extensive electricity supply industry experience in a wide range of disciplines in the large and complex Electricity Transmission Systems. Extensive technical knowledge and experience in Voltage Control and Reactive Power Management Systems. Very strong experience of designing Static Var Compensator (SVC) & Static Synchronous Compensator (STATCOM). Prior experience in procurement and working with suppliers. Position Requirements - Desirable Qualifications and Licenses: Qualifications in Procurement or equivalent substantial experience across procurement and materials management processes in a heavy engineering industry, preferably electricity or other energy sector. Registered Professional Engineer of Queensland. Position Requirements Knowledge and Skills: Demonstrated commercial contractual knowledge and understanding of legal liabilities. Significant experience in coordinating and managing diverse, complex technical project team staff, including managing individual project team member accountabilities, responsibility and performance within the project, to deliver successful outcomes for all stakeholders. Significant experience in managing Large and Complex Voltage Control Reactive Power Management Systems Projects, including technical specifications, network performance, equipment sizing, ratings, design, integration, testing commissioning, training, managing spare holdings, managing refurbishment, and determining strategies to support legacy plant and equipment of Voltage Control Reactive Power Management Systems. Subject Matter Expert in Voltage Control and Reactive Power Management Systems, e.g. SVC/STATCOM (including Thyristor/IGBT/IGCT valves and cooling system), Renewable Integration Project (Wind, Solar and BESS), Network Modelling, Network Optimization, Power System, Network and Equipment Failure Investigations, WAMPAC, Secondary Systems, SCADA, Power Quality (Harmonics, Flickers and Unbalance). Sound knowledge of HV substation General Arrangement, layout of switchyard, substation civil, substation access drainage, foundations, buildings and structures, power transformer, busbars, circuit breakers, instrument transformers (CTs and VTs), surge arresters, capacitor banks, reactors, Thyristor/IGBT Valves, cooling system, AC and DC supplies, Aux Transformer. Significant experience specifying and analyzing information in selecting Voltage Control, Reactive Power Management and Power Quality Systems where whole-of-life considerations predominate. Ability to communicate effectively and influence key stakeholders and suppliers to achieve the best business outcomes, improving performance, delivery, and quality outcomes. Ability to conduct planning, design and integration workshops across multiple design disciplines and quality audits at supplier's manufacturing plants, including assessment, providing recommendations and final determinations. Demonstrated ability and experience performing within HV/EHV substation design environment in areas demonstrating your broad knowledge of how HV transmission assets are planned, designed, integrated, factory tested, constructed, site tested, commissioned, operated and maintained. Demonstrated significant ability in the participation of network planning, network performance assessment, strategy development, specification development, system integration, design, design review, procurement, manufacturing quality, testing and commissioning of Voltage Control, Reactive Power Management and Power Quality Systems. Demonstrated significant ability to administer commercial contracts, including developing procurement strategies, knowledge of hedging procedures for commodities and foreign currencies, reporting on related financial exposure, managing end-to-end contract formation, tendering, award, key performance indicators, and dispute service delivery. Ability to maintain current knowledge of internal policies, processes, external regulatory requirements, global supply markets and industry trends related to materials procurement within Primary Systems. Demonstrated ability to apply problem-solving techniques and analytical skills to overcome varied and complex situations, identify areas of concern and implement appropriate action. Special Requirements and Working Conditions: Ready to travel and work away from home for short periods. International travel may be required if conducting supplier factory audits of our global suppliers.
