Job Title: ServiceNow Program Manager

Job Summary
We are seeking an experienced Program Manager to lead the delivery and ongoing management of enterprise ServiceNow initiatives supporting the U.S. Department of Justice (DOJ). The Program Manager will oversee program execution, stakeholder engagement, team performance, roadmap and release planning, risks, and delivery metrics while ensuring high-quality outcomes.
Responsibilities- Lead day-to-day program delivery and coordinate ServiceNow technical and functional teams.
- Manage program scope, schedule, priorities, risks, issues, dependencies, and deliverables.
- Develop and maintain program roadmaps, release schedules, milestones, and delivery plans.
- Lead Agile/Scrum delivery activities and support continuous improvement across the program.
- Coordinate with government stakeholders, technical teams, business owners, and program leadership.
- Monitor team performance, delivery progress, quality, and customer outcomes.
- Establish and track program metrics, including technical performance, mission outcomes, customer experience, and ROI.
- Prepare and lead monthly program status meetings, providing updates on roadmap, metrics, risks, issues, and overall program health.
- Drive organizational change, stakeholder engagement, communication, and adoption of new ServiceNow capabilities.
- Identify and resolve delivery risks and issues and ensure timely escalation when appropriate.
- Support ServiceNow enhancements, platform modernization, integrations, and adoption of emerging capabilities.
- Ensure effective documentation, governance, quality management, and compliance with program requirements.
- Support transition-in and transition-out activities, including staffing, knowledge transfer, milestones, risks, dependencies, and continuity of operations.
Required Qualifications- 8+ years of experience managing technology programs or complex IT initiatives.
- Experience managing enterprise ServiceNow programs or ServiceNow-enabled technology initiatives.
- Proven experience leading cross-functional technical and business teams.
- Experience with Agile/Scrum methodologies, product delivery, and release management.
- Strong experience managing program roadmaps, schedules, risks, issues, dependencies, and performance metrics.
- Experience working directly with Federal Government clients or agencies.
- Excellent stakeholder management, communication, presentation, and problem-solving skills.
Required Certification- Project Management Professional (PMP) certification is required.
Preferred Qualifications- Experience managing ServiceNow platform implementations, enhancements, or operations.
- Experience with ITSM, CSM, HRSD, SPM, CMDB, or other ServiceNow capabilities.
- Experience with DevSecOps, CI/CD, automated testing, or modern digital delivery practices.
- Experience with change management, human-centered design, customer research, or usability testing.
- ServiceNow certification or ITIL certification is a plus.
Clearance
U.S. Citizenship required. Must be able to obtain and maintain the applicable federal Public Trust suitability determination.
Work Location
Remote within the United States, with occasional onsite or travel requirements as needed.
Compensation:
The expected compensation range for this position is $120,000 - $200,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
