As the SEXUAL ASSAULT RESPONSE COORDINATOR (SARC), GS-0101-12, you will serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR. Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database (DSAID) within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality. Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC), as applicable. Ensure that the organizations strategic plan, mission, vision, and values are communicated to the SAPR VAs and integrated into the teams strategies, goals, objectives, work plans, work products, and services. Perform other duties as assigned.

  • Prior to Title 5 Excepted Service appointment, a candidate must have a current completed/cleared drug test.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • Must qualify to operate government motor vehicles and vehicular equipment according to Army or Air Force Vehicle Maintenance Operations Directives.
  • Must complete all certification, continuing education, and formal training.
  • Within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate.
  • Incumbent must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03.
  • Must be able to work other than normal duty hours on an on-call or rotational basis. The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls.
  • This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications

GENERAL EXPERIENCE: Must have experience, training, knowledge of DoD and Service specific programs and structure, along with local, state, federal, and military laws; regulations; policies; and executive orders pertaining to sexual assault victim advocacy sufficient to plan, organize, implement, and carry out the components of a SAPR program.

SPECIALIZED EXPERIENCE: Must have 36 months or 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Degree: Successful completion of a full four-year course of study in an accredited college or university that resulted in a bachelors or higher degree that included a major field of behavioral study or social science study or a related study discipline.

OR

Combining Education and Experience: An appropriate combination of education and experience generally requires that an applicant possess a core of educational credit in behavioral study, social science study, or a related study discipline; plus, additional education and/or experience.

NOTE: The combination must align and demonstrate factors and evidence that are directly comparable to a successfully completed four-year degree in a course of study with a major in behavioral study or social science study; or, in a course of study with a major in related study discipline.

You must provide copy of official transcripts that include degree awarded and date conferred to receive credit for Education requirements for this position.

Follow DoDI 6495.03 pre-screening requirements of applicable personnel. Pre-screening requirements must be met prior to ordering a minimum Tier 3 background investigation as defined in the federal investigative standards implementation plan. Personnel may proceed with obtaining certification once pre-screening requirements have been met and no adverse information or disqualifying conditions were found. Applicable personnel include the following:

(1) Newly appointed SARCs, SAPR VAs and SAPR PMs.

(2) Incumbents or applicants without a minimum Tier 3 background investigation. (Note: Incumbents or applicants will comply with pre-screening requirements in DoDI 6495.03 when seeking D-SAACP renewal, to include a minimum Tier 3 background investigation and State Criminal History Repository (SCHR) check).

(3) Personnel with a current minimum Tier 3 investigation. (Note: Personnel with a current Tier 3 are not required to re-submit to a Tier 3 investigation, but they must have the SCHR check and comply with pre-screening requirements if they are not yet entered in CE).

This position is located at the Brigade (BDE) level in an IRC funded position. The (SARC) is the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR). Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command) level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to the Supervisory Principal SARC; SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
