Under general direction, Appraiser will travel daily to residential and agricultural properties, within York County, to obtain valuations for property tax purposes. Appraiser will assess property consistent with Pennsylvania State law, measure, sketch, photograph, and list property''s characteristics to complete an assessment report and determine value. Must assist in the update and maintenance of all property records, in the field and in the office and perform related work as required. ESSENTIAL FUNCTIONS AND DUTIES
Appraise/assess real property to determine value for tax purposes
Interview property owners for collection of data along with taking measurements and photos to calculate property value
Search public records for sales transactions to assist in determining property value, substantiate findings, and complete appraisal reports
Consider factors when computer final estimation, such as depreciation, replacement cost, comparison of similar properties, location, and trends that could influence the future value of the property
Review deeds, subdivision plans, and building permits
Maintain knowledge of Cost and Market trends
Provide, in-person or by telephone, answers to questions from property owners regarding assessment values and assessment changes
Validate and review all property sales within assigned areas
Appear and defend assessed values before the Board of Assessment Appeals as needed
Understand and apply Pennsylvania State laws regarding Assessment procedures
Tactfully and courteously communicate with taxpayers
Other duties as assigned by Supervisor
REQUIREMENTS
High School Diploma
Valid driver''s license
Obtain Certified Pennsylvania Evaluator license within two years of employment
