Description

The City of Richmond, Department of Public Utilities is seeking a qualified Site Inspector to enforce adopted City ordinances, policies, and procedures and ensure compliance. The selected candidate will be responsible for providing inspections of Public Rights-of-Ways and other public areas in accordance with standard procedures and protocols, and serve as enforcement officers.

Duties include but are not limited to

  • Conducting regular inspections of active construction sites to ensure proper construction and function of BMPs and other storm water structures; ensuring compliance with the Virginia Erosion and Sediment Control Law and Regulations;
  • Reviewing the pollution prevention plan;
  • Ensuring the Storm Water Pollution Prevention Plan (SWPPP) is updated and implemented as required;
  • Documenting inspections according to procedures;
  • Preparing and submitting inspection reports are required;
  • Entering and maintaining inspection data for each project into a database and spreadsheets;
  • Initiating enforcement action when necessary;
  • Ensuring compliance to correct deficiencies or violations;

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Associate's degree or two-year technical certificate
  • Three (3) or more years of related experience performing inspections, implementing abatement and enforcement plans, and demonstrating diplomacy in delivering customer service and public contact
  • A high school diploma and five (5) or more years of performing inspections may be considered to meet the minimum qualifications for this position
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRRED QUALIFICATIONS:

  • Certified as a Duel Inspector (Erosion Sediment Control, Stormwater) by DEQ or certified for this disciplined within 11 months

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire
  • Must be eligible for Virginia designation as "Conservator of the Peace", if assigned to property maintenance inspections and obtain said designation within one year of employment

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
