Overview
:

INTECON is seeking a Site Lead / Security Program Manager to support the 89th Attack Squadron (89 ATKS) at Ellsworth Air Force Base by providing overall contract leadership, managing daily security operations, and serving as the primary point of contact for the Contracting Officer (CO) and Contracting Officer Representative (COR). This position oversees all contractor personnel and ensures seamless execution of administrative, personnel, and physical security support functions in a TS/SCI environment.

Key Responsibilities:

  • Serve as the primary point of contact for the CO and COR with full authority to act on behalf of INTECON on all daily contract matters
  • Supervise and coordinate security support staff across three functional areas:
    • Security Administration Management
    • Personnel Security Support
    • Physical Security Support
  • Ensure all PWS tasks and deliverables are completed on time and in compliance with DoD, AF, and Intelligence Community Directives (ICDs)
  • Oversee management of approximately 200 military/civilian security clearances and approximately 30 contractor security clearances
  • Monitor and enforce Quality Control Plan (QCP) execution; conduct internal quality reviews per contract requirements
  • Coordinate workforce scheduling to ensure zero gaps in mission-critical coverage during core hours (0730–1600, Monday through Friday)
  • Review and approve all security briefings, reports, and correspondence prior to submission, ensuring compliance with AFH 33-337 (The Tongue and Quill)
  • Serve as liaison with Ellsworth AFB Security Forces, Special Security Office (SSO), and AFOSI
  • Manage vacancy and absence coverage to ensure no degradation of services during short-term absences or permanent vacancies
  • Ensure all personnel meet and maintain required security clearances and training requirements per the DD Form 254
  • May perform concurrent duties in one functional security support role (Personnel Security or Physical Security), provided all performance thresholds are met

Clearance Requirements:

  • Active Top Secret / SCI (TS/SCI) security clearance. Clearance must be current and verifiable at time of application. Interim clearances are not acceptable.

Qualifications:

  • Minimum of one (1) year of supervisory or project management experience
  • Minimum of one (1) year of experience working in a TS/SCI facility
  • Demonstrated proficiency in professional written and verbal communication
  • Technical proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Working knowledge of DoD/AF security databases (DISS/JPAS, NISS)
  • Familiarity with governing security regulations, including:
    • AFM 14-304 (Directive, Control, Protection, and Dissemination of SCI)
    • DoD 5105.21 (Vols 1–3)
    • DoD 5200.01 (Vols 1–4)
    • AFI 16-1404 (Information Security Program)
    • AFMAN 16-1405 (Personnel Security Program Management)
    • AFMAN 16-1406 (Industrial Security Program Management)

Preferred Qualifications:

  • Prior military or DoD civilian experience in a security management or SSO role
  • Experience supporting USAF Remote Split Operations, ISR, or RPA squadrons
  • ICD 704 (Personnel Security) and/or ICD 705 (Physical Security) certification or formal training
  • PMP or equivalent project management certification
  • Prior experience as a Site Lead or Program Manager on DoD service contracts
