Position Overview

We are seeking a qualified Site Safety and Health Officer (SSHO) to lead the safety and occupational health program for the SRP SATOC contract. The SSHO is responsible for ensuring full compliance with USACE EM 385-1-1, OSHA regulations, and all applicable federal, state, and local safety requirements at multiple project sites.

The ideal candidate is a certified safety professional with extensive experience in construction or environmental project safety. This role requires a proactive leader who can implement a prevention-based safety program, conduct site inspections, and ensure a safe working environment for all contractor personnel.

Key Responsibilities

  • Safety Program Management: Develop and implement a site-specific Accident Prevention Plan (APP) and necessary subplans in accordance with EM 385-1-1. Manage the Activity Hazard Analysis (AHA) process for all work tasks. Ensure the availability and proper use of Personal Protective Equipment (PPE). Maintain a Level 1 SSHO status and be present on-site whenever work is being performed.
  • Compliance & Inspection: Conduct daily safety inspections and job site audits. Identify and correct unsafe conditions or acts; stop work immediately in cases of imminent danger. Ensure all contractor and subcontractor personnel have valid training certificates and medical clearances. Coordinate with the USACE Safety and Occupational Health Office (SOHO) regarding site-specific requirements.
  • Reporting: Investigate and report all accidents and incidents using the current EM 385-1-1 forms. Submit written reports to the COR within seven working days of any incident. Maintain detailed safety documentation and training records for all site personnel.

Required Qualifications

Candidates must meet the training and experience requirements for a Level 1 SSHO as outlined in Chapter 2 of EM 385-1-1. A minimum of five years of experience in construction, environmental, or heavy civil safety is required. Candidates must be U.S. Citizens and able to obtain a Common Access Card (CAC), passing a NACI background investigation. Deep understanding of OSHA 29 CFR 1910 and 1926, EPA regulations, and USACE EM 385-1-1 (2024 or current version) is critical. Strong written and verbal communication skills, as well as the ability to lead and enforce safety protocols with a diverse workforce, are essential.

Work Conditions

This role operates on a standard 40-hour work week, Monday through Friday, from 7:30 AM to 4:30 PM. Work is primarily field-based, conducting inspections in active construction and range operational environments.
