**Job Responsibilities**
Champion the company's "Zero Harm” philosophy for health, safety, and environmental (HSE) management at the project site.
Develop the project-specific construction site HSE Plan using company templates, tailoring contents to project-specific details and HSE requirements.
Help implement the project-specific construction site HSE Plan for company personnel, contractors, and applicable low-tier subcontractors.
Provide day-to-day supervision of junior-level company HSE specialists and/or oversight of contractor HSE personnel to ensure adequate inspections of field activities are occurring.
Provide periodic oversight of site contractor activities with regard to compliance with legal, regulatory, company, and project-specific HSE rules and requirements.
Act as the company HSE technical lead and advise project site management on HSE compliance issues during project construction.
Interact with and provide technical advice and administrative support for HSE compliance to contractors' management personnel.
Review contractor job hazard analyses and advise on the suitability of hazard elimination and mitigation measures.
Conduct daily walk-downs of site work activities and advise on corrective actions needed to maintain compliance with HSE rules and requirements.
Initiate and support weekly, joint project management and contractor site walk-downs and HSE review meetings.
Issue "stop-work” orders in coordination with project site management for activities that pose an immediate threat to the life or health of the workforce or substantial harm to the environment.
Administer the project site safe work permit program for site work activities under the company's management oversight, including review and sign-off on permits for confined space entry, hazardous energy control (e.g., LOTO), and excavations.
Lead and/or support contractors' HSE staff in responding to and investigating accidents and incidents at the project site.
Solicit information from contractors and maintain records of HSE accidents and incidents at the project site, including "near miss”–type events.
Provide monthly project site HSE performance metrics to project site management and to the CIAm HSES Manager.
**Education and Experience**
High school diploma required; Bachelor's degree preferred.
5 to 7 years of experience in HSE management and oversight with a focus on construction safety requirements; at least 3 years should be in an HSE supervisory capacity.
Demonstrated knowledge of U.S. OSHA standards under 29 CFR 1926 and 1910 and the practical application of their requirements in construction/industrial settings.
30-hour OSHA training for construction required; completion of OSHA #510 "OSHA Standards for the Construction Industry” and a valid OSHA #500 "Trainer Course for Construction” certificate preferred.
Maintain certification in first aid and CPR through a recognized training provider (e.g., client).
Bilingual in English and Spanish preferred.
**Physical Requirements**
Ability to work daily in a construction/field setting under a wide variety of environmental and/or weather extremes (e.g., rain, heat, cold).
Ability and willingness to undertake moderate walking and climbing (if required) to perform duties.
Ability and willingness to work overtime and weekends as needed to support construction activities.
