Position Summary:


Rapier Solutions is seeking highly motivated, detail-oriented Site Security Managers (SSMs) to provide administrative support services for the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS) at designated U.S. Army Reserve Command (USARC) Identification Card Office (ICO) locations. The VO will support the issuance of Uniformed Services Identification (USID) cards and Common Access Cards (CACs) to eligible personnel in compliance with AFI 36-3026(I), DoD regulations, and Army security protocols.


Key Responsibilities:


  • Operate RAPIDS workstations to issue USID/CAC cards and process DEERS updates accurately and within performance timelines.
  • Verify the eligibility of applicants using approved documentation and follow DoD and AFI 36-3026(I) guidelines.
  • Maintain accountability and control of all ID cards and related supplies.
  • Ensure that 85% of customer service transactions are completed within 15 minutes of the customer'sarrival.
  • Process identification badge issuance for building and system access.
  • Conduct required background checks and documentation verifications before card issuance.
  • Maintain compliance with data protection and information assurance protocols (AR 25-2, ISO 27001).
  • Perform routine operator maintenance on equipment and systems.
  • Maintain records and complete system inputs in accordance that 85% of customer service transactions are completed within 15 minutes of the customer's AR 25-1 and PWS standards.
  • Assist with customer inquiries and provide outstanding front-line customer service.
  • Participate in scheduled and unscheduled quality control checks and audits.
  • Support training, certification, and AT Level I awareness compliance within the first 30 days of employment.
  • Submit documentation for security debriefings when required (AR 380-5).
  • Provide a weekly report to the Program Manager
  • Receive, accept, and open CACs and USIDs in the ILP website
  • Provide fingerprints and documents overrides as required
  • Comply with DMDC requirements
Minimum Qualifications:


  • High school diploma or equivalent; an associate's degree is preferred.
  • At least 1 year of experience in administrative, military, or government ID card processing environments.
  • Completion of or the ability to obtain RAPIDS SSM training certification.
  • Familiarity with DEERS/RAPIDS systems and CAC/USID issuance policies.
  • Strong interpersonal and customer service skills.
  • Ability to work in a high-paced, compliance-driven environment.
  • Proficiency in MS Office Suite and web-based scheduling tools.
Additional Requirements:


  • Must complete Anti-Terrorism Level I training within 30 calendar days of onboarding.
  • Must be able to pass a background investigation and obtain base access.
  • Must be detail-oriented, organized, and capable of handling sensitive information.
  • Willingness to work on-site during regular operating hours and support continuity during crisis events, if required.
